11+This bill specifies that the Joint Committee on Finance may provide up to
12+$15,000,000 in funding in the 2023-25 fiscal biennium, from the JCF supplemental
13+appropriation, for grants to fund health systems that commit to providing hospital
14+emergency department services in Chippewa County or Eau Claire County, and that,
15+in addition, agree to use any grant funds for capital expenditures to aid in providing
16+hospital emergency department services in Chippewa County or Eau Claire County.
17+Under the bill, the Department of Health Services may submit a request to JCF
18+for this funding with a plan that identifies each health system requesting funding,
19+describes the types of expenditures for which the requested funding would be used,
20+and prioritizes grant awards to support hospital emergency department services in
21+Chippewa County. The bill provides that if JCF determines that the requirements
22+set forth in the bill are satisfied, JCF may approve the plan and request for funding,
23+as proposed or as modified, and may provide funding, not exceeding a total of
24+$15,000,000, to DHS to provide grants to health systems as provided in the approved
25+plan. The bill requires a report to the legislature that includes the amount of funding
26+received, a detailed description of all expenditures for which the funding was used,
27+and the impact of the funding on the hospital emergency department services of the
28+health systems that received a grant.

34+The people of the state of Wisconsin, represented in senate and assembly, do
35+enact as follows:
736 SECTION 1.0Nonstatutory provisions.
8-(1)  GRANTS FOR HOSPITAL EMERGENCY DEPARTMENT
9-SERVICES.
10-(a)  The department of health services shall, during
11-the 2023−25 fiscal biennium, in a total amount not to
12-exceed $15,000,000, award grants to fund one or more
13-health systems that apply for a grant and meet all of the
14-following requirements:
15-1.  The health system commits to providing hospital
16-emergency department services in Chippewa County or
17-Eau Claire County.
18-2.  The health system agrees to use any grant moneys
19-received to fund capital expenditures to aid in providing
20-hospital emergency department services in Chippewa
21-County or Eau Claire County.
22-(b)  In awarding grants under par. (a), the department
23-shall prioritize grant awards to support hospital emer-
24-gency department services in Chippewa County.
25-(c)  Not later than March 1, 2025, a health system that
26-is a recipient of a grant under this subsection shall report
27-to the department of health services the amount of fund-
28-ing received, a detailed description of all capital expendi-
29-tures for which the funding was used, and the impact of
30-the funding on the health system’s hospital emergency
31-department services.  Not later than June 1, 2025, the
32-department of health services shall submit to the chief
33-clerk of each house of the legislature for distribution to
34-the appropriate standing committees in the manner set
35-forth under s. 13.172 (3) a report summarizing this infor-
36-mation received from the grant recipients.

37+(1) GRANTS FOR HOSPITAL EMERGENCY DEPARTMENT SERVICES.
38+(a) The department of health services may submit to the joint committee on
39+finance a request for funding in the 2023-25 fiscal biennium, in a total amount not
40+exceeding $15,000,000, to award grants to fund one or more health systems that
41+apply for a grant and meet all of the following requirements:
42+1. The health system commits to providing hospital emergency department
43+services in Chippewa County or Eau Claire County.
44+2. The health system agrees to use any grant moneys received to fund capital
45+expenditures to aid in providing hospital emergency department services in
46+Chippewa County or Eau Claire County.
47+(b) The department of health services shall include in the request for funding
48+under par. (a) a plan that identifies each health system that requests funding,
49+describes the types of capital expenditures for which the requested funding would be
50+used, and prioritizes grant awards to support hospital emergency department
51+services in Chippewa County.
52+(c) If the joint committee on finance determines that the requirements under
53+pars. (a) and (b) are satisfied, the joint committee on finance may approve the plan
54+and request for funding, as proposed or as modified.
55+(d) Upon approval under par. (c), the joint committee on finance may
56+supplement the appropriation to the department of health services under s. 20.435

82+(1) (bd) from the appropriation under s. 20.865 (4) (a), in an amount determined by
83+the joint committee on finance, but not exceeding a total of $15,000,000, to provide
84+grants to health systems as provided in the approved plan.
85+(e) Not later than March 1, 2025, a health system that is a recipient of a grant
86+under this subsection shall report to the department of health services the amount
87+of funding received, a detailed description of all capital expenditures for which the
88+funding was used, and the impact of the funding on the health system's hospital
89+emergency department services. Not later than June 1, 2025, the department of
90+health services shall submit to the chief clerk of each house of the legislature for
91+distribution to the appropriate standing committees in the manner set forth under
92+s. 13.172 (3) a report summarizing this information received from the grant
93+recipients.
