99 AN ACT to renumber 118.19 (18) (c); and to create 118.19 (18) (c) 2. of the
1010 statutes; relating to: maintaining a lifetime teaching, administrator, or pupil

1212 Analysis by the Legislative Reference Bureau
1313 For purposes of determining whether to invalidate a lifetime teaching,
1414 administrator, or pupil services license, this bill requires the Department of Public
1515 Instruction to count time an individual is employed by DPI as time the individual is
1616 regularly employed in education.  Under current law, DPI must invalidate a lifetime
1717 teaching, administrator, or pupil services license if the individual who holds the
1818 license is not regularly employed in education, as defined by DPI by rule, for five or
1919 more consecutive years.  Currently, DPI defines “regularly employed in education”
2020 as “employed as an educator providing services directly to students, families or fellow
2121 educators in a prekindergarten through college setting or providing administrative
2222 oversight in a prekindergarten through grade 12 setting for one hour per day per
2323 semester or its equivalent.”
2424 The people of the state of Wisconsin, represented in senate and assembly, do
2525 enact as follows:
2626 SECTION 1. 118.19 (18) (c) of the statutes is renumbered 118.19 (18) (c) 1.
2727 SECTION 2. 118.19 (18) (c) 2. of the statutes is created to read:

3535 118.19 (18) (c) 2.  For purposes of subd. 1., the department shall consider any
3636 time an individual is employed by the department as time the individual is regularly
3737 employed in education.
