10	10	AN ACT to amend 230.35 (4) (a) 10., 230.35 (4) (c) and 230.35 (4) (d) (intro.); and
11	11	to create 230.35 (4) (a) 5m. of the statutes; relating to: the establishment of
12	12	November 11 as a day on which the offices of the agencies of state government
13	13	are closed.
14	14	Analysis by the Legislative Reference Bureau
15	15	This bill designates November 11, the day on which Veterans Day is
16	16	traditionally celebrated, as a state holiday on which state offices are closed. Under
17	17	current law, the offices of the agencies of state government are generally closed on
18	18	Saturdays, Sundays, and a total of nine state holidays. The bill also increases the
19	19	number of regular paid holidays state employees receive annually from nine days to
20	20	10 days and eliminates the personal floating holiday provided to state employees in
21	21	recognition of Veterans Day.

23	23	an appendix to this bill.
24	24	The people of the state of Wisconsin, represented in senate and assembly, do
25	25	enact as follows:
26	26	SECTION 1. 230.35 (4) (a) 5m. of the statutes is created to read:
27	27	230.35 (4) (a) 5m. November 11.

36	36	SECTION 2. 230.35 (4) (a) 10. of the statutes is amended to read:
37	37	230.35 (4) (a) 10. The day following if January 1, July 4, November 11, or
38	38	December 25 falls on Sunday.
39	39	SECTION 3. 230.35 (4) (c) of the statutes is amended to read:
40	40	230.35 (4) (c) Except as provided in the compensation plan under s. 230.12, all
41	41	employees except limited term employees shall receive 9 10 paid holidays annually
42	42	in addition to any other authorized paid leave, the time to be at the discretion of the
43	43	appointing authorities.
44	44	SECTION 4. 230.35 (4) (d) (intro.) of the statutes is amended to read:
45	45	230.35 (4) (d) (intro.) In addition to the holidays granted under par. (c) and
46	46	except as provided in the compensation plan under s. 230.12, all employees except
47	47	limited term employees shall earn 3.5 paid personal holidays each calendar year,
48	48	plus one additional paid personal holiday each calendar year in recognition of
49	49	Veterans Day. Eligibility to take the personal holidays during the year earned is
50	50	subject to the following:
51	51	SECTION 5.0Effective date.
52	52	(1) This bill takes effect on the January 1 after publication.
