13	13	E (title), 84.02 (5) (b) and 84.02 (5) (c); and to create 35.84 (figure) column F
14	14	of the statutes; relating to: the distribution of the Wisconsin Blue Book and
15	15	highway maps.
16	16	Analysis by the Legislative Reference Bureau
17	17	This bill reduces the number of Blue Books that the Department of
18	18	Administration is required to distribute. First, the bill eliminates the requirement
19	19	that Blue Books be distributed to entities such as constitutional officers, legislative
20	20	service agencies, state agencies, libraries, and educational institutions. Second, the
21	21	bill requires the Legislative Reference Bureau, before entering into a contract to
22	22	print the Blue Book, to ask each legislative office how many, if any, copies the office
23	23	would like. The bill sets a cap at 350 Blue Books for an assembly office and 600 Blue
24	24	Books for a senate office, which is the number each such office receives under current
25	25	law. The bill also requires the LRB to inform each office that the Blue Book is
26	26	available online when asking how many printed copies the office wants.
27	27	The bill also eliminates the requirement that the Department of
28	28	Transportation automatically provide legislative members and officers and the LRB
29	29	highway service maps and folded highway maps. Under the bill, members of the
30	30	legislature may request and receive up to 50 highway service maps and up to 500
31	31	folded highway maps at no charge.

40	40	The people of the state of Wisconsin, represented in senate and assembly, do
41	41	enact as follows:
42	42	SECTION 1. 13.92 (1) (a) 5. of the statutes is amended to read:
43	43	13.92 (1) (a) 5. Prepare copy for the biennial Wisconsin Blue Book. Before
44	44	contractually committing to the number of copies to be printed each biennium, the
45	45	legislative reference bureau shall contact each legislative office to ask how many
46	46	copies of the Blue Book, if any, that office requests. The legislative reference bureau
47	47	shall inform each office that the Blue Book is available online. The number
48	48	requested from each legislative office may not exceed the cap under s. 35.84.
49	49	SECTION 2. 13.94 (1) (c) of the statutes is amended to read:
50	50	13.94 (1) (c) At the state auditor's discretion or as the joint legislative audit
51	51	committee directs, audit the central accounting records of the department of
52	52	administration. A detailed report of such audit shall be filed as provided by par. (b),
53	53	and copies shall be provided to each member or member-elect of the legislature and
54	54	shall be available in limited number to the public. The bureau shall also prepare a
55	55	summary of such audit report, for distribution in the same manner as the Wisconsin
56	56	Blue Book as provided under s. 35.84.
57	57	SECTION 3. 35.84 (intro.) and (figure) column E (title) of the statutes are
58	58	amended to read:
59	59	35.84 Distribution, to whom. (intro.) The department shall make
60	60	distribution of official documents as indicated and shall charge the appropriations
61	61	of the state agency publishing or arranging for publication of each official document
62	62	for the total cost of distribution as determined under s. 35.80. Distribution is

97	97	SECTION 5. 84.02 (5) (b) of the statutes is amended to read:
98	98	84.02 (5) (b) Upon publication of the highway service maps, the department
99	99	shall contact each member of the legislature to ask how many copies of the highway
100	100	service maps, if any, that member requests. The department shall distribute the
101	101	requested maps without charge 50 of these maps to each officer and member of the
102	102	legislature. The number of highway service maps requested from each member of
103	103	the legislature may not exceed 50. Any officer or member of the legislature may
104	104	request additional highway service maps. The A request may be written or oral. The
105	105	fee for the additional maps shall be the fee set by the department under par. (a).
106	106	SECTION 6. 84.02 (5) (c) of the statutes is amended to read:
107	107	84.02 (5) (c) Upon publication of the folded highway maps, the department
108	108	shall contact each member of the legislature to ask how many copies of the folded
109	109	highway maps, if any, that member requests. The department shall distribute the
110	110	requested maps without charge 500 of these maps to each officer and member of the
111	111	legislature and 300 of these maps to the legislative reference bureau. Any officer or
112	112	member of the legislature may request additional folded highway maps. The request
