4-AN ACT to create 106.361 of the statutes; relating to: establishing a hotline for employers interested in hiring indi-
5-viduals with a conviction record.
6-The people of the state of Wisconsin, represented in
7-senate and assembly, do enact as follows:
8-JOINT LEGISLATIVE COUNCIL PREFATORY NOTE:  This bill
9-was prepared for the Legislative Council Study Committee on
10-Increasing Offender Employment Opportunities. The bill
11-requires the Department of Workforce Development (DWD)
12-to establish a hotline, operating during normal business hours
13-and staffed by DWD employees, to assist employers seeking
14-to employ individuals with a conviction record. The bill
15-requires DWD to provide information and assistance relating
16-to available incentives and programs under state and federal
17-law for employing individuals with a criminal record, includ-
18-ing individuals participating in certain work release pro-
19-grams.
20-SECTION 1. 106.361 of the statutes is created to read:
21-106.361  Hotline for employers. (1)  The depart-
22-ment shall maintain a toll−free telephone number as a
23-hotline to assist employers seeking to employ individuals
24-with a conviction record, as defined in s. 111.32 (3).  The
25-department shall make the hotline available during nor-
26-mal work hours, as determined by the department.  The
27-department shall designate hotline staff to provide
28-employers with information and assistance relating to
29-available incentives and programs under state and federal
30-law for employing individuals with a conviction record,
31-including individuals on release under s. 302.27, individ-
32-uals on work release under s. 303.065, and individuals on
33-Huber release under s. 303.08 or 973.09 (4).
34-(2)  The department shall maintain a website that con-
35-tains information relating to employing individuals with
36-a conviction record, including individuals on release
37-under s. 302.27, individuals on work release under s.
38-303.065, and individuals on Huber release under s.
39-303.08 or 973.09 (4).
