1616 The people of the state of Wisconsin, represented in senate and assembly, do
1717 enact as follows:
1818 JOINT LEGISLATIVE COUNCIL PREFATORY NOTE: This bill was prepared for the Joint
1919 Legislative Council's Study Committee on Occupational Licenses.
2020 The bill requires the Department of Safety and Professional Services (DSPS) to
2121 include the following information in its biennial report to the Legislature, for the time
2222 period since the prior report:
2323  The number of applications for initial, renewal, and reciprocal credentials
2424 received by DSPS and any credentialing board, and the number of those credentials
2525 granted and issued. DSPS must also separately report these numbers for each profession.
2626  The lowest, highest, and median number of days from the day that an application
2727 for initial, renewal, or reciprocal credential is initiated to the date that a final
2828 determination is made. DSPS must also separately report these numbers for applications

3434 in the health professions, business professions, trades professions, all other professions,
3535 and each profession individually.
3636  The median number of contacts made to and received from an applicant for an
3737 initial, renewal, or reciprocal credential before a final determination on the applicant's
3838 credential is issued. DSPS must also separately report these numbers for each profession.
3939  The number of applications for initial, renewal, and reciprocal credentials for
4040 which DSPS or a credentialing board requested more information. DSPS must also
4141 separately report these numbers for each profession.
4242  The number of applications for initial, renewal, and reciprocal credentials that
4343 required DSPS or a credentialing board to review an arrest, conviction, or other offense
4444 record. DSPS must also separately report these numbers for each profession.
4545 SECTION 1. 101.022 of the statutes is amended to read:
4646 101.022 Certain laws applicable to occupational licenses. Sections
4747 440.03 (1), (3m), (4), (11m), and (13) (a), (am), and (b) 75., 440.041, 440.05 (1) (a) and
4848 (2) (b), 440.075, 440.09 (2), 440.11, 440.12, 440.121, 440.13, 440.14, 440.15, 440.19,
4949 440.20 (1), (3), (4) (a), and (5) (a), 440.205, 440.21, and 440.22, and the requirements
5050 imposed on the department under those statutes, apply to occupational licenses, as
5151 defined in s. 101.02 (1) (a) 2., in the same manner as those statutes apply to
5252 credentials, as defined in s. 440.01 (2) (a).
5353 SECTION 2. 440.041 of the statutes is created to read:
5454 440.041 Biennial report on issuance of credentials. The department
5555 shall, in its report under s. 15.04 (1) (d), include all of the following covering the time
5656 period since the previous report:
5757 (1) The number of applications for initial credentials, the number of
5858 applications for the renewal of a credential, and the number of applications for a
5959 reciprocal credential that were received by the department and by any credentialing
6060 board and the number of initial credentials, the number of renewed credentials, and
6161 the number of reciprocal credentials granted and issued. The department shall
6262 separately report for each profession the number of applications for initial
6363 credentials, the number of applications for the renewal of a credential, and the

8787 number of applications for a reciprocal credential that were received and the number
8888 of initial credentials, the number of renewed credentials, and the number of
8989 reciprocal credentials granted and issued.
9090 (2) The lowest, highest, and median number of days from the day that an
9191 application for an initial credential is initiated by an applicant to the date that a final
9292 determination on the application is made; the lowest, highest, and median number
9393 of days from the day that an application for the renewal of a credential is initiated
9494 by an applicant to the date that a final determination on the application is made; and
9595 the lowest, highest, and median number of days from the day that an application for
9696 a reciprocal credential is initiated by an applicant to the date that a final
9797 determination on the application is made. The department shall separately report
9898 the lowest, highest, and median number of days for all such applications in the health
9999 professions, business professions, trade professions, all other professions, and each
100100 profession individually.
101101 (3) The median number of contacts made to and received from an applicant for
102102 an initial credential, the median number of contacts made to and received from an
103103 applicant for the renewal of a credential, and the median number of contacts made
104104 to and received from an applicant for a reciprocal credential before a final
105105 determination on the applicant's application is issued. The department shall
106106 separately report for each profession the median number of contacts made to and
107107 received from an applicant for an initial credential, the median number of contacts
108108 made to and received from an applicant for the renewal of a credential, and the
109109 median number of contacts made to and received from an applicant for a reciprocal
110110 credential before a final determination on the applicant's application is issued.

137137 (4) The number of applications for an initial credential, the number of
138138 applications for the renewal of a credential, and the number of applications for a
139139 reciprocal credential submitted for which the department or a credentialing board
140140 requested more information. The department shall separately report for each
141141 profession the number of applications for an initial credential, the number of
142142 applications for the renewal of a credential, and the number of applications for a
143143 reciprocal credential for which the department or a credentialing board requested
144144 more information.
145145 (5) The number of applications for an initial credential, the number of
146146 applications for the renewal of a credential, and the number of applications for a
147147 reciprocal credential that required the department or a credentialing board to review
148148 an arrest or conviction record or any other offense if the offense is reviewable by the
149149 department or credentialing board that issues the credential. The department shall
150150 separately report for each profession the number of applications for an initial
151151 credential, the number of applications for the renewal of a credential, and the
152152 number of applications for a reciprocal credential that required the department or
153153 a credentialing board to review an arrest or conviction record or any other offense if
154154 the offense is reviewable by the department or credentialing board that issues the
155155 credential.
