16	16	The people of the state of Wisconsin, represented in senate and assembly, do
17	17	enact as follows:
18	18	JOINT LEGISLATIVE COUNCIL PREFATORY NOTE: This bill was prepared for the Joint
19	19	Legislative Council's Study Committee on Occupational Licenses.
20	20	The bill requires the Department of Safety and Professional Services (DSPS) to
21	21	include the following information in its biennial report to the Legislature, for the time
22	22	period since the prior report:
23	23	The number of applications for initial, renewal, and reciprocal credentials
24	24	received by DSPS and any credentialing board, and the number of those credentials
25	25	granted and issued. DSPS must also separately report these numbers for each profession.
26	26	The lowest, highest, and median number of days from the day that an application
27	27	for initial, renewal, or reciprocal credential is initiated to the date that a final
28	28	determination is made. DSPS must also separately report these numbers for applications

34	34	in the health professions, business professions, trades professions, all other professions,
35	35	and each profession individually.
36	36	The median number of contacts made to and received from an applicant for an
37	37	initial, renewal, or reciprocal credential before a final determination on the applicant's
38	38	credential is issued. DSPS must also separately report these numbers for each profession.
39	39	The number of applications for initial, renewal, and reciprocal credentials for
40	40	which DSPS or a credentialing board requested more information. DSPS must also
41	41	separately report these numbers for each profession.
42	42	The number of applications for initial, renewal, and reciprocal credentials that
43	43	required DSPS or a credentialing board to review an arrest, conviction, or other offense
44	44	record. DSPS must also separately report these numbers for each profession.
45	45	SECTION 1. 101.022 of the statutes is amended to read:
46	46	101.022 Certain laws applicable to occupational licenses. Sections
47	47	440.03 (1), (3m), (4), (11m), and (13) (a), (am), and (b) 75., 440.041, 440.05 (1) (a) and
48	48	(2) (b), 440.075, 440.09 (2), 440.11, 440.12, 440.121, 440.13, 440.14, 440.15, 440.19,
49	49	440.20 (1), (3), (4) (a), and (5) (a), 440.205, 440.21, and 440.22, and the requirements
50	50	imposed on the department under those statutes, apply to occupational licenses, as
51	51	defined in s. 101.02 (1) (a) 2., in the same manner as those statutes apply to
52	52	credentials, as defined in s. 440.01 (2) (a).
53	53	SECTION 2. 440.041 of the statutes is created to read:
54	54	440.041 Biennial report on issuance of credentials. The department
55	55	shall, in its report under s. 15.04 (1) (d), include all of the following covering the time
56	56	period since the previous report:
57	57	(1) The number of applications for initial credentials, the number of
58	58	applications for the renewal of a credential, and the number of applications for a
59	59	reciprocal credential that were received by the department and by any credentialing
60	60	board and the number of initial credentials, the number of renewed credentials, and
61	61	the number of reciprocal credentials granted and issued. The department shall
62	62	separately report for each profession the number of applications for initial
63	63	credentials, the number of applications for the renewal of a credential, and the

87	87	number of applications for a reciprocal credential that were received and the number
88	88	of initial credentials, the number of renewed credentials, and the number of
89	89	reciprocal credentials granted and issued.
90	90	(2) The lowest, highest, and median number of days from the day that an
91	91	application for an initial credential is initiated by an applicant to the date that a final
92	92	determination on the application is made; the lowest, highest, and median number
93	93	of days from the day that an application for the renewal of a credential is initiated
94	94	by an applicant to the date that a final determination on the application is made; and
95	95	the lowest, highest, and median number of days from the day that an application for
96	96	a reciprocal credential is initiated by an applicant to the date that a final
97	97	determination on the application is made. The department shall separately report
98	98	the lowest, highest, and median number of days for all such applications in the health
99	99	professions, business professions, trade professions, all other professions, and each
100	100	profession individually.
101	101	(3) The median number of contacts made to and received from an applicant for
102	102	an initial credential, the median number of contacts made to and received from an
103	103	applicant for the renewal of a credential, and the median number of contacts made
104	104	to and received from an applicant for a reciprocal credential before a final
105	105	determination on the applicant's application is issued. The department shall
106	106	separately report for each profession the median number of contacts made to and
107	107	received from an applicant for an initial credential, the median number of contacts
108	108	made to and received from an applicant for the renewal of a credential, and the
109	109	median number of contacts made to and received from an applicant for a reciprocal
110	110	credential before a final determination on the applicant's application is issued.

137	137	(4) The number of applications for an initial credential, the number of
138	138	applications for the renewal of a credential, and the number of applications for a
139	139	reciprocal credential submitted for which the department or a credentialing board
140	140	requested more information. The department shall separately report for each
141	141	profession the number of applications for an initial credential, the number of
142	142	applications for the renewal of a credential, and the number of applications for a
143	143	reciprocal credential for which the department or a credentialing board requested
144	144	more information.
145	145	(5) The number of applications for an initial credential, the number of
146	146	applications for the renewal of a credential, and the number of applications for a
147	147	reciprocal credential that required the department or a credentialing board to review
148	148	an arrest or conviction record or any other offense if the offense is reviewable by the
149	149	department or credentialing board that issues the credential. The department shall
150	150	separately report for each profession the number of applications for an initial
151	151	credential, the number of applications for the renewal of a credential, and the
152	152	number of applications for a reciprocal credential that required the department or
153	153	a credentialing board to review an arrest or conviction record or any other offense if
154	154	the offense is reviewable by the department or credentialing board that issues the
155	155	credential.
