1515 The people of the state of Wisconsin, represented in senate and assembly, do
1616 enact as follows:
1717 JOINT LEGISLATIVE COUNCIL PREFATORY NOTE: This bill was prepared for the Joint
1818 Legislative Council's Study Committee on Occupational Licenses.
1919 The bill requires the Department of Safety and Professional Services (DSPS) to
2020 post and update the following information on its website each month, for each credential:
2121  The median number of days from the day that all required fees for an initial,
2222 renewal, or reciprocal application are submitted to the date a final determination is
2323 made. If a fee is waived under the veterans fee waiver program, the days must be counted
2424 from the day the application is considered submitted.
2525  The number of applications submitted for an initial, renewal, or reciprocal
2626 credential over the prior month.
2727  The number of final determinations made on initial, renewal, and reciprocal
2828 credential applications over the prior month, including the number of applications
2929 approved and the number of applications denied.

3434  The number of initial, renewal, and credential applications for which more than
3535 45 days have passed since the applicant submitted all required fees, or, if a fee is waived
3636 under the veterans fee waiver program, applications for which more than 45 days have
3737 passed from the day the application is considered submitted. DSPS must also report the
3838 number of those applications for which necessary information from the applicant or a
3939 third party is pending, and the number of those applications that are currently
4040 undergoing legal review.
4141 SECTION 1. 440.085 of the statutes is created to read:
4242 440.085 Publication of credential metrics. The department shall publish
4343 on its website and update monthly the following information with respect to each
4444 credential:
4545 (1) The median number of days from the day that all required fees for an
4646 application for an initial credential, a credential renewal, or a reciprocal credential
4747 are submitted to the day that a final determination on the application is made. If
4848 required fees for a credential are waived pursuant to s. 45.44, the department shall
4949 instead include, for purposes of calculating the median number of days under this
5050 subsection, the number of days from the day that the application is considered
5151 submitted to the day that a final determination on the application is made.
5252 (2) The number of applications submitted for an initial credential, a credential
5353 renewal, or a reciprocal credential over the prior month.
5454 (3) The number of final determinations made on applications for an initial
5555 credential, a credential renewal, or a reciprocal credential over the prior month,
5656 including:
5757 (a) The number of applications approved.
5858 (b) The number of applications denied.
5959 (4) The number of applications submitted for an initial credential, a credential
6060 renewal, or a reciprocal credential for which more than 45 days have passed since the
6161 applicant submitted all required fees for the application or, if the required fees are
