99 AN ACT to renumber and amend 118.019 (5); and to create 118.019 (5) (d) and
1010 118.019 (5) (e) of the statutes; relating to: the membership of a human growth
1111 and development curriculum advisory committee.

1313 Current law allows, but does not require, a school board to provide a human
1414 growth and development instructional program in grades kindergarten to 12. Under
1515 current law, if a school board elects to provide a human growth and development
1616 instructional program, the school board must appoint an ad hoc advisory committee
1717 to advise the school board on the design and implementation of the human growth
1818 and development curriculum, as well as to review the curriculum.
1919 Current law requires that the advisory committee be comprised of parents,
2020 teachers, school administrators, pupils, health care professionals, members of the
2121 clergy, and other school district residents. This bill eliminates school administrators
2222 as a membership category that must be represented on the committee. Additionally,
2323 current law limits the portion of the committee that may consist of any membership
2424 category, except parents, to one-fifth of the committee and limits the portion of the
2525 committee that may consist of school district employees or their spouses or school
2626 board members or their spouses to one-fourth of the committee.
2727 The bill specifies that each member of a human growth and development
2828 curriculum advisory committee must be a resident of the school district, unless the
2929 school board is unable to fill a membership position with a school district resident,
3030 in which case the school board may appoint a nonresident to the advisory committee.

3636 In addition, under the bill, no member of the advisory committee may be a relative
3737 of another member of the committee. Finally, the bill requires a school board to
3838 remove a committee member who is absent from two consecutive meetings without
3939 prior written approval.
4040 The people of the state of Wisconsin, represented in senate and assembly, do
4141 enact as follows:
4242 SECTION 1. 118.019 (5) of the statutes is renumbered 118.019 (5) (intro.) and
4343 amended to read:
4444 118.019 (5) ADVISORY COMMITTEE. (intro.) In any school district that offers a
4545 human growth and development curriculum, the school board shall appoint an ad
4646 hoc advisory committee whose role is to advise the school board on the design and
4747 implementation of the human growth and development curriculum and to review the
4848 curriculum. Parents, The school board shall remove a member of the committee if
4949 the member is absent from 2 consecutive committee meetings without the prior
5050 written approval of the chairperson of the committee. The school board shall appoint
5151 the ad hoc advisory committee in a manner that complies with all of the following:
5252 (a) The committee includes parents, teachers, school administrators, pupils,
5353 health care professionals, members of the clergy, and other individuals who are
5454 residents of the school district shall comprise the committee.
5555 (b) No one category of member shall constitute listed in par. (a) constitutes more
5656 than one-fifth of the membership of the committee, except that there is no limit on
5757 the portion of the membership of the committee that is comprised of parents may
5858 comprise more than one-fifth of the membership of the committee of pupils enrolled
5959 in the school district.

8282 (c) No more than one quarter of the members of the committee may be made
8383 up of are employees of the school district or their spouses or members of the school
8484 board or their spouses.
8585 SECTION 2. 118.019 (5) (d) of the statutes is created to read:
8686 118.019 (5) (d) Each member of the committee is a resident of the school
8787 district, except that the school board may appoint to the committee an individual who
8888 is not a resident of the school district if the school board is unable to identify a
8989 resident for a membership position on the committee.
9090 SECTION 3. 118.019 (5) (e) of the statutes is created to read:
9191 118.019 (5) (e) No member of the committee is a relative, as defined in s. 6.875
9292 (1) (b), of another member of the committee.
