9	9	AN ACT to amend 16.705 (1b) (f), 106.13 (2r), 106.13 (3m) (d), 106.273 (3) (a) 1m.
10	10	(intro.), 106.273 (3) (a) 2m. and 106.273 (3) (am); and to create 106.13 (6) of the
11	11	statutes; relating to: the youth apprenticeship program and career and
12	12	technical education grants.

14	14	This bill makes changes to certain workforce development programs
15	15	administered by the Department of Workforce Development.
16	16	Youth apprenticeship
17	17	Under current law, DWD administers a youth apprenticeship program. Under
18	18	that program, DWD is required to approve and maintain a list of occupational areas,
19	19	commonly referred to as “career clusters,” including, at a minimum, 16 specific
20	20	career clusters. DWD is required to develop curricula for the approved career
21	21	clusters. This bill does the following:
22	22	1. Requires DWD to enter into contracts to facilitate the development of
23	23	curricula for approved career clusters.
24	24	2. Requires DWD, in developing curricula for approved career clusters, to have
25	25	at least one occupational pathway for each approved career cluster.
26	26	Local youth apprenticeship grants
27	27	Under current law, DWD administers a local youth apprenticeship grant
28	28	program. The program awards grants to local partnerships that consist of one or
29	29	more school districts, other public agencies, nonprofit organizations, individuals,

36	36	and other persons for the implementation and coordination of local youth
37	37	apprenticeship programs.
38	38	Under current law, the maximum amount of a grant awarded to a local
39	39	partnership under the local youth apprenticeship grant program is up to $1,100 per
40	40	youth apprentice. This bill requires the grants to be $1,700 per youth apprentice.
41	41	Career and technical education incentive grants and completion awards
42	42	Current law requires DWD to approve industry-recognized certification
43	43	programs designed to 1) mitigate workforce shortages and 2) prepare individuals for
44	44	occupations as fire fighters, emergency medical responders, or emergency medical
45	45	services practitioners. Current law requires DWD to award incentive grants to
46	46	school districts with industry-recognized certification programs equal to $1,000 for
47	47	each student in the school district who obtains a high school diploma and successfully
48	48	completes an approved program.
49	49	This bill increases the amount of incentive grants to $2,000 for each student in
50	50	the school district who obtains a high school diploma and successfully completes an
51	51	approved program.
52	52	The people of the state of Wisconsin, represented in senate and assembly, do
53	53	enact as follows:
54	54	SECTION 1. 16.705 (1b) (f) of the statutes is amended to read:
55	55	16.705 (1b) (f) The department of workforce development for the Project
56	56	SEARCH program under s. 47.07 or for youth apprenticeship activities under s.
57	57	106.13 (6).
58	58	SECTION 2. 106.13 (2r) of the statutes is amended to read:
59	59	106.13 (2r) From the appropriation under s. 20.445 (1) (a), the department
60	60	shall develop curricula for youth apprenticeship programs for occupational areas
61	61	approved under sub. (2m), with at least one occupational pathway for each approved
62	62	occupational area.
63	63	SECTION 3. 106.13 (3m) (d) of the statutes is amended to read:
64	64	106.13 (3m) (d) The amount of a grant awarded under par. (b) may not exceed
65	65	$900 per youth apprentice. Beginning on July 10, 2021, the amount of a grant
66	66	awarded under par. (b) cannot be greater than $1,100. Beginning on the effective

84	84	date of this subsection .... [LRB inserts date], the amount of a grant awarded under
85	85	par. (b) shall be $1,700 per youth apprentice. A local partnership that is awarded a
86	86	grant under par. (b) shall provide matching funds equal to 50 percent of the grant
87	87	amount awarded.
88	88	SECTION 4. 106.13 (6) of the statutes is created to read:
89	89	106.13 (6) The department shall enter into contracts to facilitate the
90	90	development of curricula for youth apprenticeship programs for occupational areas
91	91	approved under sub. (2m)
92	92	SECTION 5. 106.273 (3) (a) 1m. (intro.) of the statutes is amended to read:
93	93	106.273 (3) (a) 1m. (intro.) An incentive grant to a school district that has an
94	94	industry-recognized certification program approved by the department under sub.
95	95	(2) (a). Subject to pars. (am) and (b), the amount of the incentive grant under this
96	96	subdivision is equal to $1,000 $2,000 for each student in the school district to whom
97	97	all of the following apply:
98	98	SECTION 6. 106.273 (3) (a) 2m. of the statutes is amended to read:
99	99	106.273 (3) (a) 2m. An incentive grant to a school district that has an
100	100	industry-recognized certification program approved by the department under sub.
101	101	(2) (b). Subject to par. (b), for each such program the school district has, the amount
102	102	of the incentive grant under this subdivision is equal to $1,000 $2,000 for each
103	103	student in the school district who successfully completed the program in a school
104	104	year in which the program was approved by the department under sub. (2) (b).
105	105	SECTION 7. 106.273 (3) (am) of the statutes is amended to read:
106	106	106.273 (3) (am) The department may not make a per student an award of
107	107	$1,000 to a school district under par. (a) 1m. if the industry-recognized certification

134	134	program completed by the student as a condition of the award under par. (a) 1m. b.
135	135	is an information technology instructional program developed under s. 115.455.
136	136	SECTION 8.0Effective date.
137	137	(1) This act takes effect on July 1, 2023, or on the day after publication,
