Promote, encourage, or counsel in favor of abortion services. Make abortion referrals either directly or through an intermediary. Train others to perform abortions or receive training in performing abortions. Additionally, the bill provides that no public property may be used to do any of the following, whether located within or without the state: Provide abortion services. Promote, encourage, or counsel in favor of abortion services. Make abortion referrals either directly or through an intermediary. Train individuals to perform abortions. The bill contains limited exceptions to the above prohibited activities. Specifically, the bill does not apply to a physician who performs a medical intervention designed or intended to prevent the death of a pregnant woman if the physician makes all reasonable medical efforts under the circumstances to preserve both the life of the woman and the life of the unborn child in a manner consistent with conventional medical practice. Medical treatment provided to a pregnant woman by a physician that results in accidental or unintentional injury or death to the pregnant woman’s unborn child is also not a violation of the bill. Lastly, the bill specifies that it does not prohibit an individual from engaging in activities done outside the scope of employment at and without the use of funds or property of the state, any state agency, or any local governmental unit. SENATE AMENDMENT 1 The amendment deletes the bill’s prohibitions on both an employee doing, and state property being used to do, any of the following: Promoting, encouraging, or counseling in favor of abortion services.
