2023 WISCONSIN ACT
AN ACT to renumber and amend 118.07 (4) (cf) and 165.88 (3m) (a); to amend 165.28 (2), 165.88 (3) (b), 165.88
(3m) (title) and 165.88 (3m) (c); and to create 118.07 (4) (cf) 1. and 165.88 (3m) (ac) of the statutes; relating to:
defining critical mapping data for school safety plans.
The people of the state of Wisconsin, represented in
senate and assembly, do enact as follows:
SECTION 1. 118.07 (4) (cf) of the statutes is renum-
bered 118.07 (4) (cf) 2. and amended to read:
118.07 (4) (cf) 2. Upon the creation of a school safety
plan under par. (a) and upon each review of a school
safety plan under par. (d), a school board shall submit a
copy of the most recent blueprints or interactive critical
incident mapping data for each school building and facil-
ity in the school district to each local law enforcement
agency with jurisdiction over any portion of the school
district and to the office of school safety. Upon the cre-
ation of a school safety plan under par. (a) and upon each
review of a safety plan under par. (d), a governing body
of a private school shall submit a copy of the most recent
blueprints or interactive critical incident mapping data
for the private school and all of its facilities to each local
law enforcement agency with jurisdiction over the pri-
vate school and to the office of school safety.
SECTION 2. 118.07 (4) (cf) 1. of the statutes is created
to read:
118.07 (4) (cf) 1. In this paragraph, “interactive criti-
cal mapping data” has the meaning given in s. 165.88
(3m) (ac).
SECTION 3. 165.28 (2) of the statutes is amended to
read:
165.28 (2) Coordinate with schools under s. 118.07
(4) (cf) and the department of administration to compile
blueprints or interactive critical incident mapping data,
as defined in s. 165.88 (3m) (ac), for all schools. The
office shall keep all blueprints and critical incident map-
ping data confidential unless a law enforcement agency
requests access.
SECTION 4. 165.88 (3) (b) of the statutes is amended
to read:
165.88 (3) (b) Blueprints or interactive critical inci-
dent mapping data, as defined in sub. (3m) (ac), for each
school building and facility or, if blueprints or the data
were already submitted, a certification that the items sub-
mitted are current.
SECTION 5. 165.88 (3m) (title) of the statutes is
amended to read:
165.88 (3m) (title) GRANTS TO SCHOOLS FOR INTERAC-
TIVE CRITICAL INCIDENT MAPPING DATA.
SECTION 6. 165.88 (3m) (a) of the statutes is renum-
bered 165.88 (3m) (am) and amended to read:
165.88 (3m) (am) From the appropriation under s.
20.455 (2) (f), the department of justice shall award
grants to school boards and governing bodies of private
schools to assist them in complying with the requirement
under s. 118.07 (4) (cf) to submit interactive critical inci-

dent mapping data to law enforcement agencies and the
office of school safety.
SECTION 7. 165.88 (3m) (ac) of the statutes is created
to read:
165.88 (3m) (ac) In this subsection, “interactive criti-
cal mapping data” means interactive representations of a
specific location that are verifiable, digital, shareable,
and shown in real time.
SECTION 8. 165.88 (3m) (c) of the statutes is amended
to read:
165.88 (3m) (c) Grant moneys awarded under this
subsection shall be used for site−specific interactive criti-
cal incident mapping data to enhance security and
increase situational awareness for first responders. Any
interactive critical mapping data created with grant
money under this subsection shall be compatible with
platforms and applications used by local, state, and fed-
eral public safety officials; may not require local, state,
or federal public safety officials, school districts, or pri-
vate schools to purchase additional software; and shall
include information that can best assist first responders
in an emergency, such as building numbers, floors, suite
designations, room numbers, or other available relevant
location information.
