10	10	AN ACT to renumber and amend 118.07 (4) (cf) and 165.88 (3m) (a); to amend
11	11	165.28 (2), 165.88 (3) (b), 165.88 (3m) (title) and 165.88 (3m) (c); and to create
12	12	118.07 (4) (cf) 1. and 165.88 (3m) (ac) of the statutes; relating to: defining
13	13	critical mapping data for school safety plans.

15	15	Under current law, as part of a school safety plan, public and private schools
16	16	must submit a copy of the most recent blueprints or mapping data for each school
17	17	building and facility to each local law enforcement agency with jurisdiction and to
18	18	the Office of School Safety in the Department of Justice. Also under current law, DOJ
19	19	awards grants to school boards and governing bodies of private schools to assist them
20	20	in complying with this requirement.
21	21	This bill uses the term “interactive critical mapping data” to describe the
22	22	mapping data and defines the term as interactive representations of a specific
23	23	location that are verifiable, digital, shareable, and shown in real time.
24	24	The people of the state of Wisconsin, represented in senate and assembly, do
25	25	enact as follows:
26	26	SECTION 1. 118.07 (4) (cf) of the statutes is renumbered 118.07 (4) (cf) 2. and
27	27	amended to read:

36	36	118.07 (4) (cf) 2. Upon the creation of a school safety plan under par. (a) and
37	37	upon each review of a school safety plan under par. (d), a school board shall submit
38	38	a copy of the most recent blueprints or interactive critical incident mapping data for
39	39	each school building and facility in the school district to each local law enforcement
40	40	agency with jurisdiction over any portion of the school district and to the office of
41	41	school safety. Upon the creation of a school safety plan under par. (a) and upon each
42	42	review of a safety plan under par. (d), a governing body of a private school shall
43	43	submit a copy of the most recent blueprints or interactive critical incident mapping
44	44	data for the private school and all of its facilities to each local law enforcement agency
45	45	with jurisdiction over the private school and to the office of school safety.
46	46	SECTION 2. 118.07 (4) (cf) 1. of the statutes is created to read:
47	47	118.07 (4) (cf) 1. In this paragraph, “interactive critical mapping data” has the
48	48	meaning given in s. 165.88 (3m) (ac).
49	49	SECTION 3. 165.28 (2) of the statutes is amended to read:
50	50	165.28 (2) Coordinate with schools under s. 118.07 (4) (cf) and the department
51	51	of administration to compile blueprints or interactive critical incident mapping data,
52	52	as defined in s. 165.88 (3m) (ac), for all schools. The office shall keep all blueprints
53	53	and critical incident mapping data confidential unless a law enforcement agency
54	54	requests access.
55	55	SECTION 4. 165.88 (3) (b) of the statutes is amended to read:
56	56	165.88 (3) (b) Blueprints or interactive critical incident mapping data, as
57	57	defined in sub. (3m) (ac), for each school building and facility or, if blueprints or the
58	58	data were already submitted, a certification that the items submitted are current.
59	59	SECTION 5. 165.88 (3m) (title) of the statutes is amended to read:

88	88	165.88 (3m) (title) GRANTS TO SCHOOLS FOR INTERACTIVE CRITICAL INCIDENT

90	90	SECTION 6. 165.88 (3m) (a) of the statutes is renumbered 165.88 (3m) (am) and
91	91	amended to read:
92	92	165.88 (3m) (am) From the appropriation under s. 20.455 (2) (f), the
93	93	department of justice shall award grants to school boards and governing bodies of
94	94	private schools to assist them in complying with the requirement under s. 118.07 (4)
95	95	(cf) to submit interactive critical incident mapping data to law enforcement agencies
96	96	and the office of school safety.
97	97	SECTION 7. 165.88 (3m) (ac) of the statutes is created to read:
98	98	165.88 (3m) (ac) In this subsection, “interactive critical mapping data” means
99	99	interactive representations of a specific location that are verifiable, digital,
100	100	shareable, and shown in real time.
101	101	SECTION 8. 165.88 (3m) (c) of the statutes is amended to read:
102	102	165.88 (3m) (c) Grant moneys awarded under this subsection shall be used for
103	103	site-specific interactive critical incident mapping data to enhance security and
104	104	increase situational awareness for first responders. Any interactive critical mapping
105	105	data created with grant money under this subsection shall be compatible with
106	106	platforms and applications used by local, state, and federal public safety officials;
107	107	may not require local, state, or federal public safety officials, school districts, or
108	108	private schools to purchase additional software; and shall include information that
109	109	can best assist first responders in an emergency, such as building numbers, floors,
110	110	suite designations, room numbers, or other available relevant location information.
