4-AN ACT to amend 93.23 (1) (a) 1. (intro.) and 93.23 (1) (a) 2. of the statutes; relating to: state aid for prizes awarded
5-at local fairs.
6-The people of the state of Wisconsin, represented in
7-senate and assembly, do enact as follows:
8-SECTION 1. 93.23 (1) (a) 1. (intro.) of the statutes is
9-amended to read:
10-93.23 (1) (a) 1. (intro.)  To each county, and any orga-
11-nized agricultural society, association, or board in the
12-state that complies with the requirements of this section,
13-95 percent of the first $8,000 paid in net premiums and
14-70 percent of all net premiums paid in excess of $8,000
15-at its annual fair upon livestock, articles of production,
16-educational exhibits, agricultural implements and tools,
17-domestic manufactures, mechanical implements, and
18-productions, but not more than $10,000 $20,000 per fair,
19-subject to equitable prorating if the total amount due
20-exceeds the amount available and to all of the following:
21-SECTION 2. 93.23 (1) (a) 2. of the statutes is amended
22-to read:
23-93.23 (1) (a) 2.  In order to have a more equitable dis-
24-tribution of state aid among fairs and to effect wider par-
25-ticipation and interest by the public in exhibits, the
26-department may prescribe uniform premium lists setting
27-forth classes of exhibits which will be approved for the
28-purposes of state aid, premium awards in such classes and
29-entry qualifications, fees and charges for exhibitors.  All
30-fairs shall receive aid in the same manner and the depart-
31-ment may not restrict the number of fairs at which an
32-exhibitor may participate and be eligible to receive state−
33-aided premium awards, except that an entity operating a
34-fair may impose restrictions on the total number of fairs
35-at which an exhibitor may participate in order to be eligi-
36-ble for premium awards for exhibits at that fair.

13+Under current law, the Department of Agriculture, Trade and Consumer
14+Protection provides state aid to counties, agricultural societies, associations, and
15+boards that hold local fairs to cover the cost of prizes paid out to exhibitors, up to
16+$10,000 per fair. This bill increases that maximum to $20,000 per fair.
17+Current law also provides that an entity operating a fair may impose
18+restrictions on the total number of fairs at which an exhibitor may participate in
19+order to be eligible, at that fair, for a prize that is paid for with state aid. This bill
20+keeps this provision, but provides that DATCP may not impose such restrictions.
21+For further information see the state and local fiscal estimate, which will be
22+printed as an appendix to this bill.
