10	10	AN ACT to renumber and amend 38.24 (7) (a) 1p.; and to create 38.24 (7) (a)
11	11	1p. b. of the statutes; relating to: technical college fees covered by the
12	12	Wisconsin GI Bill.

14	14	Under current law, eligible veterans, a spouse of an eligible veteran, an
15	15	unremarried surviving spouse of an eligible veteran, and a child of an eligible
16	16	veteran, if the child is at least 17 but not yet 26 years of age, may receive fee remission
17	17	to cover the cost of tuition and fees for their enrollment in the University of Wisconsin
18	18	System or Technical College System. These programs are collectively known as the
19	19	“Wisconsin GI Bill.” Under current law, an eligible individual receiving Wisconsin
20	20	GI Bill benefits from the University of Wisconsin System may receive full remission
21	21	of tuition and segregated fees. An eligible individual receiving Wisconsin GI Bill
22	22	benefits from the Technical College System may receive full remission of fees
23	23	established by the Technical College System board, but this remission does not
24	24	include remission of certain student activity and incidental fees set by the student's
25	25	technical college district.
26	26	This bill requires that a technical college district also remit to eligible
27	27	individuals under the Wisconsin GI Bill the student activity and incidental fees set
28	28	by the student's individual technical college district.

36	36	The people of the state of Wisconsin, represented in senate and assembly, do
37	37	enact as follows:
38	38	SECTION 1. 38.24 (7) (a) 1p. of the statutes is renumbered 38.24 (7) (a) 1p.
39	39	(intro.) and amended to read:
40	40	38.24 (7) (a) 1p. (intro.) “Fees" means the all of the following:
41	41	a. The amount charged to a resident student under sub. (1m) (a) to (c) to enroll
42	42	in a course leading to an associate degree, collegiate transfer, or vocational diploma.
43	43	c. In the case of a distance education, online, or other course for which the
44	44	amount charged to enroll in the course equals at least 100 percent of the cost of
45	45	offering the course, “fees" includes the regular fees charged to a resident student
46	46	under sub. (1m) (a) to (c) to enroll in the course and any additional fees charged to
47	47	that student under sub. (1m) (a) to (c) to enroll in that course.
48	48	SECTION 2. 38.24 (7) (a) 1p. b. of the statutes is created to read:
49	49	38.24 (7) (a) 1p. b. The amount charged to a resident student for activity,
50	50	incidental, and vocational-adult seminar and workshop fees under s. 38.14 (9).
51	51	SECTION 3.0Initial applicability.
52	52	(1) This act first applies to fees for the first semester or session beginning after
53	53	the effective date of this subsection.
