8	8	AN ACT relating to: ratification of the agreement negotiated between the state
9	9	of Wisconsin and the Wisconsin State Attorneys Association for the 2022-23
10	10	fiscal year, covering employees in the professional legal collective bargaining
11	11	unit, and authorizing an expenditure of funds.
12	12	Analysis by the Legislative Reference Bureau
13	13	This proposal is introduced under s. 111.92 (1), stats. The proposal ratifies the
14	14	collective bargaining contract for state employees in the professional legal collective
15	15	bargaining unit negotiated for the 2022-23 fiscal year under the State Employment
16	16	Labor Relations Act. Currently, statutory program supplement appropriations fund
17	17	the costs of collective bargaining agreements to the extent that they exceed budgeted
18	18	costs. The proposal authorizes expenditure of moneys from those appropriations to
19	19	fund the cost of this agreement.
20	20	For further information see the state fiscal estimate, which will be printed as
21	21	an appendix to this bill.
22	22	The people of the state of Wisconsin, represented in senate and assembly, do
23	23	enact as follows:
24	24	SECTION 1.0Agreement ratified. The legislature ratifies the tentative
25	25	agreement negotiated for the 2022-23 fiscal year between the state of Wisconsin, the

34	34	division of personnel management in the department of administration, and the
35	35	Wisconsin State Attorneys Association, covering employees in the professional legal
36	36	collective bargaining unit under subch. V of ch. 111, as approved by the employees
37	37	of the professional legal collective bargaining unit and approved and recommended
38	38	by the joint committee on employment relations, and authorizes the necessary
39	39	expenditure of moneys for implementation from the appropriations made by s.
40	40	20.865 (1), subject to s. 20.865 (intro.). The administrator of the division of personnel
41	41	management in the department of administration shall file an official copy of the
42	42	agreement, certified by the cochairpersons of the joint committee on employment
43	43	relations, with the secretary of state. No formal or informal agreement between the
44	44	parties that is not a part of the official copy is deemed to be approved by the
45	45	legislature under this act.
46	46	SECTION 2.0Effective date.
47	47	(1) This act takes effect on the day after publication, except that those
48	48	provisions specifically identified as having other effective dates in the agreement
49	49	covering employees in the professional legal collective bargaining unit are effective
50	50	on the dates provided in that agreement.
