88 AN ACT relating to: ratification of the agreement negotiated between the state
99 of Wisconsin and the Wisconsin State Attorneys Association for the 2022-23
1010 fiscal year, covering employees in the professional legal collective bargaining
1111 unit, and authorizing an expenditure of funds.
1212 Analysis by the Legislative Reference Bureau
1313 This proposal is introduced under s. 111.92 (1), stats. The proposal ratifies the
1414 collective bargaining contract for state employees in the professional legal collective
1515 bargaining unit negotiated for the 2022-23 fiscal year under the State Employment
1616 Labor Relations Act. Currently, statutory program supplement appropriations fund
1717 the costs of collective bargaining agreements to the extent that they exceed budgeted
1818 costs. The proposal authorizes expenditure of moneys from those appropriations to
1919 fund the cost of this agreement.
2020 For further information see the state fiscal estimate, which will be printed as
2121 an appendix to this bill.
2222 The people of the state of Wisconsin, represented in senate and assembly, do
2323 enact as follows:
2424 SECTION 1.0Agreement ratified. The legislature ratifies the tentative
2525 agreement negotiated for the 2022-23 fiscal year between the state of Wisconsin, the

3434 division of personnel management in the department of administration, and the
3535 Wisconsin State Attorneys Association, covering employees in the professional legal
3636 collective bargaining unit under subch. V of ch. 111, as approved by the employees
3737 of the professional legal collective bargaining unit and approved and recommended
3838 by the joint committee on employment relations, and authorizes the necessary
3939 expenditure of moneys for implementation from the appropriations made by s.
4040 20.865 (1), subject to s. 20.865 (intro.). The administrator of the division of personnel
4141 management in the department of administration shall file an official copy of the
4242 agreement, certified by the cochairpersons of the joint committee on employment
4343 relations, with the secretary of state. No formal or informal agreement between the
4444 parties that is not a part of the official copy is deemed to be approved by the
4545 legislature under this act.
4646 SECTION 2.0Effective date.
4747 (1) This act takes effect on the day after publication, except that those
4848 provisions specifically identified as having other effective dates in the agreement
4949 covering employees in the professional legal collective bargaining unit are effective
5050 on the dates provided in that agreement.
