8	8	AN ACT relating to: ratification of the agreement negotiated between the Board
9	9	of Regents of the University of Wisconsin System and the Wisconsin State
10	10	Building Trades Negotiating Committee, for the 2022-23 fiscal year, covering
11	11	employees in the building trades crafts collective bargaining unit, and
12	12	authorizing an expenditure of funds.
13	13	Analysis by the Legislative Reference Bureau
14	14	This proposal is introduced under s. 111.92 (1), stats. The proposal ratifies the
15	15	collective bargaining contract for state employees in the building trades crafts
16	16	collective bargaining unit negotiated for the 2022-23 fiscal year under the State
17	17	Employment Labor Relations Act. Currently, statutory program supplement
18	18	appropriations fund the costs of collective bargaining agreements to the extent that
19	19	they exceed budgeted costs. The proposal authorizes expenditure of moneys from
20	20	those appropriations to fund the cost of this agreement.
21	21	For further information see the state fiscal estimate, which will be printed as
22	22	an appendix to this bill.
23	23	The people of the state of Wisconsin, represented in senate and assembly, do
24	24	enact as follows:

32	32	SECTION 1.0Agreement ratified. The legislature ratifies the tentative
33	33	agreement negotiated for the 2022-23 fiscal year between the Board of Regents of
34	34	the University of Wisconsin System and the Wisconsin State Building Trades
35	35	Negotiating Committee, covering employees in the building trades crafts collective
36	36	bargaining unit under subch. V of ch. 111, other than employees who are assigned
37	37	to the University of Wisconsin-Madison, as approved by the employees of the
38	38	building trades crafts collective bargaining unit and approved and recommended by
39	39	the joint committee on employment relations, and authorizes the necessary
40	40	expenditure of moneys for implementation from the appropriations made by s.
41	41	20.865 (1), subject to s. 20.865 (intro.). The Board of Regents of the University of
42	42	Wisconsin System shall file an official copy of the agreement, certified by the
43	43	cochairpersons of the joint committee on employment relations, with the secretary
44	44	of state. No formal or informal agreement between the parties that is not a part of
45	45	the official copy is deemed to be approved by the legislature under this act.
46	46	SECTION 2.0Effective date.
47	47	(1) This act takes effect on the day after publication, except that those
48	48	provisions specifically identified as having other effective dates in the agreement
49	49	covering employees in the building trades crafts collective bargaining unit are
50	50	effective on the dates provided in that agreement.
