88 AN ACT relating to: ratification of the agreement negotiated between the Board
99 of Regents of the University of Wisconsin System and the Wisconsin State
1010 Building Trades Negotiating Committee, for the 2022-23 fiscal year, covering
1111 employees in the building trades crafts collective bargaining unit, and
1212 authorizing an expenditure of funds.
1313 Analysis by the Legislative Reference Bureau
1414 This proposal is introduced under s. 111.92 (1), stats. The proposal ratifies the
1515 collective bargaining contract for state employees in the building trades crafts
1616 collective bargaining unit negotiated for the 2022-23 fiscal year under the State
1717 Employment Labor Relations Act. Currently, statutory program supplement
1818 appropriations fund the costs of collective bargaining agreements to the extent that
1919 they exceed budgeted costs. The proposal authorizes expenditure of moneys from
2020 those appropriations to fund the cost of this agreement.

2323 The people of the state of Wisconsin, represented in senate and assembly, do

3232 SECTION 1.0Agreement ratified. The legislature ratifies the tentative
3333 agreement negotiated for the 2022-23 fiscal year between the Board of Regents of
3434 the University of Wisconsin System and the Wisconsin State Building Trades
3535 Negotiating Committee, covering employees in the building trades crafts collective
3636 bargaining unit under subch. V of ch. 111, other than employees who are assigned
3737 to the University of Wisconsin-Madison, as approved by the employees of the
3838 building trades crafts collective bargaining unit and approved and recommended by
3939 the joint committee on employment relations, and authorizes the necessary
4040 expenditure of moneys for implementation from the appropriations made by s.
4141 20.865 (1), subject to s. 20.865 (intro.). The Board of Regents of the University of
4242 Wisconsin System shall file an official copy of the agreement, certified by the
4343 cochairpersons of the joint committee on employment relations, with the secretary
4444 of state. No formal or informal agreement between the parties that is not a part of
4545 the official copy is deemed to be approved by the legislature under this act.
4646 SECTION 2.0Effective date.
4747 (1) This act takes effect on the day after publication, except that those
4848 provisions specifically identified as having other effective dates in the agreement
4949 covering employees in the building trades crafts collective bargaining unit are
5050 effective on the dates provided in that agreement.
