Date of enactment: December 6, 2023 2023 Senate Bill 35 Date of publication*: December 7, 2023 2023 WISCONSIN ACT 57 AN ACT to create 343.177 of the statutes; relating to: emergency contact records maintained by the Department of Transportation. The people of the state of Wisconsin, represented in senate and assembly, do enact as follows: SECTION 2. 343.177 of the statutes is created to read: 343.177 Emergency contact information. As part of every application for an original, duplicate, reinstated, reissued, or renewal license or endorsement, the depart- ment shall inquire whether the applicant wants to provide emergency contact information, which shall include the emergency contact’s full name, residential address, phone number, and relationship to the applicant. The department shall make available on its Internet site and at each local examining center a separate form on which an applicant may provide emergency contact informa- tion. If an applicant provides emergency contact infor- mation under this section, the department shall record the information in its file for the person. The department shall provide a method for a law enforcement agency, as defined in s. 165.83 (1) (b), that reasonably identifies a person to electronically request and automatically receive the information recorded in the person’s file under this section. The department may not disclose any information provided by an applicant under this section to any person except the applicant or a law enforcement agency, as defined in s. 165.83 (1) (b), as provided in this section. SECTION 3m.0Effective date. (1) This act takes effect on the first day of the 6th month beginning after publication. * Section 991.11, WISCONSIN STATUTES: Effective date of acts. “Every act and every portion of an act enacted by the legislature over the governor’s partial veto which does not expressly prescribe the time when it takes effect shall take effect on the day after its date of publication.”
