10	10	AN ACT to create 341.08 (2) (aj) and 343.177 of the statutes; relating to:
11	11	emergency contact records maintained by the Department of Transportation.
12	12	Analysis by the Legislative Reference Bureau
13	13	This bill requires the Department of Transportation to inquire whether an
14	14	applicant for an operator's license or vehicle registration wants to provide specified
15	15	emergency contact information to DOT. If an applicant provides emergency contact
16	16	information, DOT must record that information in DOT's file for the applicant. DOT
17	17	must provide a method for a law enforcement agency that identifies a person to
18	18	electronically request and automatically receive the emergency contact information
19	19	recorded in the person's file.
20	20	For further information see the state fiscal estimate, which will be printed as
21	21	an appendix to this bill.
22	22	The people of the state of Wisconsin, represented in senate and assembly, do
23	23	enact as follows:
24	24	SECTION 1. 341.08 (2) (aj) of the statutes is created to read:
25	25	341.08 (2) (aj) A place for the applicant to provide emergency contact
26	26	information, which shall include the emergency contact's full name, date of birth,
27	27	residential address, phone number, and relationship to the applicant, and a

36	36	statement that a form on which the applicant may provide emergency contact
37	37	information is available on the department's Internet site and at local examining
38	38	centers.
39	39	SECTION 2. 343.177 of the statutes is created to read:
40	40	343.177 Emergency contact information. As part of every application for
41	41	an original, duplicate, reinstated, reissued, or renewal license or endorsement, the
42	42	department shall inquire whether the applicant wants to provide emergency contact
43	43	information, which shall include the emergency contact's full name, date of birth,
44	44	residential address, phone number, and relationship to the applicant. The
45	45	department shall make available on its Internet site and at each local examining
46	46	center a separate form on which an applicant may provide emergency contact
47	47	information. If an applicant provides emergency contact information under this
48	48	section or under s. 341.08 (2) (aj), the department shall record the information in its
49	49	file for the person. The department shall provide a method for a law enforcement
50	50	agency, as defined in s. 165.83 (1) (b), that reasonably identifies a person to
51	51	electronically request and automatically receive the information recorded in the
52	52	person's file under this section.
