11	11	AN ACT to create 46.48 (33) of the statutes; relating to: grants to mental health
12	12	clubhouses.

14	14	This bill requires the Department of Health Services to award grants to
15	15	clubhouses. A “clubhouse,” as defined in the bill, is a nonresidential rehabilitation
16	16	program that provides support and services to individuals who have or are awaiting
17	17	diagnosis for a mental illness but does not directly provide treatment or medical care
18	18	for mental illnesses. To receive a grant, a clubhouse must include members who have
19	19	been diagnosed with or are awaiting diagnosis for a mental illness and are under
20	20	treatment for the condition, raise an amount of money itself to receive a matching
21	21	grant, provide activities and services to members on a voluntary basis, have its own
22	22	distinct physical space, and allow members to have the opportunity to participate in
23	23	the administration and other operational functions of the clubhouse. The bill allows,
24	24	if applicable, the Joint Committee on Finance to make a supplement using its passive
25	25	review process for the purposes of providing grants to clubhouses.

28	28	The people of the state of Wisconsin, represented in senate and assembly, do
29	29	enact as follows:
30	30	SECTION 1. 46.48 (33) of the statutes is created to read:

36	36	46.48 (33) MENTAL HEALTH CLUBHOUSES. (a) In this subsection, “clubhouse”
37	37	means a nonresidential rehabilitation program that provides support and services
38	38	to individuals who have or are awaiting diagnosis for a mental illness but does not
39	39	directly provide treatment or medical care for mental illnesses.
40	40	(b) The department shall award grants to clubhouses in a total amount of no
41	41	more than $500,000 per fiscal year and no more than $50,000 per clubhouse per fiscal
42	42	year. The department may not award a grant to a clubhouse unless the clubhouse
43	43	meets all of the following criteria:
44	44	1. Every member who receives services at the clubhouse has been diagnosed
45	45	with or is awaiting diagnosis for a mental illness and is under treatment for that
46	46	condition.
47	47	2. The clubhouse raises an amount of money to match the grant amount
48	48	requested. The department may not award a grant to a clubhouse that exceeds the
49	49	money raised by the clubhouse.
50	50	3. Membership in clubhouse activities and services is voluntary.
51	51	4. The clubhouse has its own distinct physical space separate from a mental
52	52	health center or institution.
53	53	5. Members of the clubhouse have the opportunity to participate in the
54	54	administration and other operational functions of the clubhouse.
55	55	SECTION 2.0Nonstatutory provisions.
56	56	(1) SUPPLEMENT FOR GRANTS TO MENTAL HEALTH CLUBHOUSES. If applicable, the
57	57	joint committee on finance may make from moneys appropriated to it a supplement
58	58	for purposes of this act under the process described under s. 20.928 (2m).
