Wisconsin Legislative Council ACT MEMO One Ea st Ma in Stre e t, Suite 401 • Ma dison, W I 53703 • (608) 266-1304 • le g.council@le gis.wisconsin.gov • http://www.le gis.wisconsin.gov/lc Prepared by: David Moore, Principal Attorney April 1, 2024 2023 Wisconsin Act 155 [2023 Senate Bill 355] Warning Lights on Public Utility, Telecommunications, or Cooperative Association Vehicles Wisconsin law allows any vehicle of a public utility, telecommunications carrier, or cooperative association organized for the purpose of producing or furnishing heat, light, power, or water to its members that by reason of its use upon a highway creates a vehicular traffic hazard requiring the exercise of unusual care in approaching, overtaking, or passing to be equipped with a flashing amber light of the dome type or with two flashing amber lamps, one showing to the front and one showing to the rear. 2023 Wisconsin Act 155 expands the permissible colors of lights with which a vehicle of a public utility, telecommunications carrier, or cooperative association organized for the purpose of producing or furnishing heat, light, power, or water to its members may be equipped to include green, and expands the permissible lamp configurations to allow a vehicle to display to two lamps the front and two lamps to the rear. Under the act, a vehicle of a public utility, telecommunications carrier, or cooperative association may only use flashing green lamps if the vehicle upon which the lamps are mounted is operated for the purpose of maintenance and restoration of utility service.
