33 2023 - 2024 LEGISLATURE
44 2023 SENATE BILL 395
55 August 25, 2023 - Introduced by Senators TESTIN, WANGGAARD, BALLWEG, COWLES,
66 FELZKOWSKI, LARSON, PFAFF, SMITH, SPREITZER and QUINN, cosponsored by
77 Representatives GREEN, ARMSTRONG, C. ANDERSON, BINSFELD, DITTRICH,
88 DOYLE, GOEBEN, S. JOHNSON, NOVAK, OLDENBURG, ORTIZ-VELEZ, SAPIK, SCHMIDT,
99 SHANKLAND, STEFFEN, CONSIDINE and TITTL. Referred to Committee on
1010 Education.
1111 AN ACT to repeal 121.905 (1) (b) 1. to 3. of the statutes; relating to: restrictions
1212 on the revenue ceiling for school districts.
1313 Analysis by the Legislative Reference Bureau
1414 Current law provides a minimum per pupil revenue limit for school districts,
1515 known as the revenue ceiling. Under current law, the per pupil revenue ceiling is
1616 $11,000 in the 2023-24 school year and each school year thereafter. Current law also
1717 provides that, during the three school years following a school year in which an
1818 operating referendum fails in a school district, the school district's revenue ceiling
1919 is the revenue ceiling that applied in the school year during which the referendum
2020 was held. The bill eliminates the provision under which a school district's revenue
2121 ceiling is the revenue ceiling from a previous school year because an operating
2222 referendum failed in the school district.

2424 an appendix to this bill.
