99 AN ACT to create 36.28 of the statutes; relating to: prorated University of
1010 Wisconsin System housing and meal plan contracts.

1212 This bill prohibits the Board of Regents of the University of Wisconsin System
1313 and UWS institutions from entering into a housing or meal plan contract with a
1414 student unless the contract is prorated to return to the student any value of the
1515 contract that the student cannot access for more than seven days because the student
1616 is not permitted to be present on campus or to reap the benefits of such contract for
1717 any reason that is outside of the student's control and that is imposed by the state
1818 or by an institution. For the purposes of the bill, it is not considered outside of the
1919 student's control if the student is not permitted to be present on campus or to reap
2020 the benefits of the contract because the student is subject to sanctions for student
2121 misconduct.
2222 The bill also requires that any housing or meal plan contract value reimbursed
2323 to the student be accompanied by a statement detailing the amounts reimbursed and
2424 detailing the calculations used to determine the reimbursement amounts.

2626 an appendix to this bill.
2727 The people of the state of Wisconsin, represented in senate and assembly, do
2828 enact as follows:

3333 SECTION 1. 36.28 of the statutes is created to read:
3434 36.28 Student housing and meal plan contracts. (1) Neither the board
3535 nor an institution may enter into a housing or meal plan contract with a student
3636 unless the contract is prorated to return to the student any value of the contract that
3737 the student cannot access for more than 7 days because the student is not permitted
3838 to be present on campus or to reap the benefits of such contract for any reason that
3939 is outside of the student's control and that is imposed by the state or an institution.
4040 For the purposes of this section, it is not considered outside of the student's control
4141 if the student is not permitted to be present on campus or to reap the benefits of the
4242 contract because the student is subject to sanctions for student misconduct.
4343 (2) Any value reimbursed to the student under this section shall be
4444 accompanied by a statement detailing the amounts reimbursed and detailing the
4545 calculations used to determine the reimbursement amounts.
4646 SECTION 2.0Initial applicability.
4747 (1) This act first applies to contracts entered into, or extended, modified, or
4848 renewed, on the effective date of this subsection.
