13	13	AN ACT to amend 7.15 (1) (cm) of the statutes; relating to: timeline for sending
14	14	or transmitting presidential preference primary absentee ballots.

16	16	Current law requires a municipal clerk to send an absentee ballot for each
17	17	partisan primary, presidential preference primary, and general election to all
18	18	electors requesting the ballot, including military and overseas electors, no later than
19	19	the 47th day before the partisan primary, presidential preference primary, or general
20	20	election or, if the request is not made before that day, within one business day after
21	21	the request is received. For all other primaries and elections, the municipal clerk
22	22	must send or transmit the absentee ballot no later than the 21st day before the
23	23	primary or election or, if the request is not made before that day, within one business
24	24	day after the request is received.
25	25	Under this bill, a municipal clerk must send or transmit an absentee ballot for
26	26	the presidential preference primary to electors other than military and overseas
27	27	electors no later than the 21st day before the presidential preference primary. The
28	28	bill does not alter the 47-day deadline for municipal clerks to send or transmit
29	29	absentee ballots to military electors and overseas electors for the presidential
30	30	preference primary.

33	33	The people of the state of Wisconsin, represented in senate and assembly, do
34	34	enact as follows:

39	39	SECTION 1. 7.15 (1) (cm) of the statutes is amended to read:
40	40	7.15 (1) (cm) Prepare official absentee ballots for delivery to electors requesting
41	41	them, and except as provided in this paragraph, send an official absentee ballot to
42	42	each elector who has requested a ballot by mail, and to each military elector, as
43	43	defined in s. 6.34 (1), and overseas elector who has requested a ballot by mail,
44	44	electronic mail, or facsimile transmission, no later than the 47th day before each
45	45	partisan primary and general election and no later than the 21st day before each
46	46	other primary and election if the request is made before that day; otherwise, the
47	47	municipal clerk shall send or transmit an official absentee ballot within one business
48	48	day of the time the elector's request for such a ballot is received. The clerk shall send
49	49	or transmit an absentee ballot for the presidential preference primary to each
50	50	military elector and overseas elector who has requested that ballot no later than the
51	51	47th day before the presidential preference primary if the request is made before that
52	52	day, or, if the request is not made before that day, within one business day of the time
53	53	the request is received. For purposes of this paragraph, “business day" means any
54	54	day from Monday to Friday, not including a legal holiday under s. 995.20.
