21 | 21 | | program for making monthly payments and monthly per-child payments to certified |

22 | 22 | | child care providers, licensed child care centers, and child care programs established |

23 | 23 | | or contracted for by a school board. This new payment program is in addition to the |
---|
24 | 24 | | current law system for providing child care payments under Wisconsin Shares. The |
---|
25 | 25 | | bill allows DCF to promulgate rules to implement the program, including |
---|
26 | 26 | | establishing eligibility requirements and payment amounts and setting |
---|
27 | 27 | | requirements for how recipients may use the payments. The bill funds the program |
---|
28 | 28 | | through a new appropriation and by allocating federal moneys, including child care |
---|
29 | 29 | | development funds and moneys received under the Temporary Assistance for Needy |
---|
30 | 30 | | Families block grant program. To accomplish this, the bill eliminates a current law |
---|
31 | 31 | | allocation of TANF funding for increasing Wisconsin Shares maximum payment |

32 | 32 | | rates paid to child care providers on the basis of a provider's quality rating, known |

33 | 33 | | as YoungStar. |

152 | 152 | | health, safety, or welfare and is not required to provide a finding of emergency for a |

154 | 154 | | (b) The authorized FTE positions for the department of children and families |
