1111 AN ACT to amend 40.51 (7) (a); and to create 40.51 (7) (c) of the statutes;
1212 relating to: health insurance for school district employees.

1414 Under the bill, a municipal employer is required to offer a health insurance plan
1515 that is offered by the Group Insurance Board to eligible employees of a school district.

1818 The people of the state of Wisconsin, represented in senate and assembly, do
1919 enact as follows:
2020 SECTION 1. 40.51 (7) (a) of the statutes is amended to read:
2121 40.51 (7) (a) Any employer, other than the state, including an employer that
2222 is not a participating employer, may offer to all of its employees a health care
2323 coverage plan through a program offered by the group insurance board.
2424 Notwithstanding sub. (2) and ss. 40.05 (4) and 40.52 (1), the department may by rule
2525 establish different eligibility standards or contribution requirements for such

3636 employees and employers. Beginning on January 1, 2012, except as otherwise
3737 provided in a collective bargaining agreement under subch. IV of ch. 111 and except
3838 as provided in par. pars. (b) and (c), an employer may not offer a health care coverage
3939 plan to its employees under this subsection if the employer pays more than 88
4040 percent of the average premium cost of plans offered in any tier with the lowest
4141 employee premium cost under this subsection.
4242 SECTION 2. 40.51 (7) (c) of the statutes is created to read:
4343 40.51 (7) (c) Beginning on January 1, 2025, each municipal employer shall offer
4444 all eligible employees of a school district a health care coverage plan through a
4545 program offered by the group insurance board under par. (a).
