1111 AN ACT to amend 119.04 (1); and to create 20.255 (3) (bt), 40.02 (22) (b) 15. and
1212 115.418 of the statutes; relating to: longevity bonuses for teachers in school
1313 districts.
1414 Analysis by the Legislative Reference Bureau
1515 Under this bill, the Department of Public Instruction must pay a $7,000 bonus
1616 to any teacher who has been licensed by DPI and employed by a school board
1717 continuously for five school years. Under the bill, the first school year counted for
1818 the longevity bonus payments is the 2024-25 school year, such that DPI will begin
1919 making bonus payments in the 2029-30 school year. Teachers are eligible for
2020 additional bonus payments for subsequent five-year periods that do not overlap.
2121 The bonus is not considered earnings for the purposes of the Wisconsin Retirement
2222 System.
2323 For further information see the state fiscal estimate, which will be printed as
2424 an appendix to this bill.
2525 The people of the state of Wisconsin, represented in senate and assembly, do
2626 enact as follows:
2727 SECTION 1. 20.255 (3) (bt) of the statutes is created to read:
2828 20.255 (3) (bt) Teacher longevity bonuses. A sum sufficient to make the
2929 payments under s. 115.418.

3838 SECTION 2. 40.02 (22) (b) 15. of the statutes is created to read:
3939 40.02 (22) (b) 15. A bonus payment made by the department of public
4040 instruction under s. 115.418.
4141 SECTION 3. 115.418 of the statutes is created to read:
4242 115.418 Teacher longevity bonuses. (1) Subject to sub. (2), beginning in
4343 the 2029-30 school year, from the appropriation under s. 20.255 (3) (bt), the
4444 department shall pay a bonus in the amount of $7,000 to each individual who
4545 satisfies all of the following:
4646 (a) The individual is licensed as a teacher by the state superintendent and has
4747 been continuously so licensed for the previous 5 school years.
4848 (b) The individual is employed as a teacher by a school board and has been
4949 continuously so employed by that school board for the previous 5 school years.
5050 (2) If an individual receives a bonus payment under sub. (1), the individual is
5151 eligible for additional bonus payments for any subsequent 5-year periods that do not
5252 include a school year that was used to determine the individual's eligibility for a prior
5353 bonus payment.
5454 (3) Each school board annually shall report to the department the names of
5555 teachers employed by the school board who are eligible for a bonus payment under
5656 sub. (1).
5757 SECTION 4. 119.04 (1) of the statutes, as affected by 2023 Wisconsin Act 12, is
5858 amended to read:
