11	11	AN ACT to amend 119.04 (1); and to create 20.255 (3) (bt), 40.02 (22) (b) 15. and
12	12	115.418 of the statutes; relating to: longevity bonuses for teachers in school
13	13	districts.
14	14	Analysis by the Legislative Reference Bureau
15	15	Under this bill, the Department of Public Instruction must pay a $7,000 bonus
16	16	to any teacher who has been licensed by DPI and employed by a school board
17	17	continuously for five school years. Under the bill, the first school year counted for
18	18	the longevity bonus payments is the 2024-25 school year, such that DPI will begin
19	19	making bonus payments in the 2029-30 school year. Teachers are eligible for
20	20	additional bonus payments for subsequent five-year periods that do not overlap.
21	21	The bonus is not considered earnings for the purposes of the Wisconsin Retirement
22	22	System.
23	23	For further information see the state fiscal estimate, which will be printed as
24	24	an appendix to this bill.
25	25	The people of the state of Wisconsin, represented in senate and assembly, do
26	26	enact as follows:
27	27	SECTION 1. 20.255 (3) (bt) of the statutes is created to read:
28	28	20.255 (3) (bt) Teacher longevity bonuses. A sum sufficient to make the
29	29	payments under s. 115.418.

38	38	SECTION 2. 40.02 (22) (b) 15. of the statutes is created to read:
39	39	40.02 (22) (b) 15. A bonus payment made by the department of public
40	40	instruction under s. 115.418.
41	41	SECTION 3. 115.418 of the statutes is created to read:
42	42	115.418 Teacher longevity bonuses. (1) Subject to sub. (2), beginning in
43	43	the 2029-30 school year, from the appropriation under s. 20.255 (3) (bt), the
44	44	department shall pay a bonus in the amount of $7,000 to each individual who
45	45	satisfies all of the following:
46	46	(a) The individual is licensed as a teacher by the state superintendent and has
47	47	been continuously so licensed for the previous 5 school years.
48	48	(b) The individual is employed as a teacher by a school board and has been
49	49	continuously so employed by that school board for the previous 5 school years.
50	50	(2) If an individual receives a bonus payment under sub. (1), the individual is
51	51	eligible for additional bonus payments for any subsequent 5-year periods that do not
52	52	include a school year that was used to determine the individual's eligibility for a prior
53	53	bonus payment.
54	54	(3) Each school board annually shall report to the department the names of
55	55	teachers employed by the school board who are eligible for a bonus payment under
56	56	sub. (1).
57	57	SECTION 4. 119.04 (1) of the statutes, as affected by 2023 Wisconsin Act 12, is
58	58	amended to read:
