11	11	AN ACT to amend 119.04 (1); and to create 20.255 (2) (e) and 118.237 of the
12	12	statutes; relating to: grants to school districts to pay student teachers an
13	13	hourly wage, granting rule-making authority, and making an appropriation.

15	15	Beginning in the 2024-25 school year, this bill requires a school board to pay
16	16	each student teacher who student teaches in the school district an hourly wage of at
17	17	least $15 per hour. The bill also requires the Department of Public Instruction to
18	18	reimburse school boards for the cost of paying student teachers an hourly wage of $15
19	19	per hour. Under the bill, annually on the third Monday in June, DPI must provide
20	20	aid to school boards in an amount equal to $15 times the total number of hours
21	21	student teachers student taught in the school district during the preceding school
22	22	term.

25	25	The people of the state of Wisconsin, represented in senate and assembly, do
26	26	enact as follows:
27	27	SECTION 1. 20.255 (2) (e) of the statutes is created to read:
28	28	20.255 (2) (e) Student teacher compensation grants. A sum sufficient for aid
29	29	under s. 118.237 to pay student teachers an hourly wage.

38	38	SECTION 2. 118.237 of the statutes is created to read:
39	39	118.237 Student teachers; compensation. (1) In this section:
40	40	(a) “Institution of higher education” means a postsecondary institution located
41	41	in this state that provides an educational program for which it awards a bachelor's
42	42	or higher degree and that is listed in the U.S. department of education's database of
43	43	accredited postsecondary institutions and programs.
44	44	(b) “Student teacher” means an individual enrolled in an institution of higher
45	45	education who is participating in the student teaching component of a teacher
46	46	preparatory program approved under s. 115.28 (7) (a).
47	47	(2) Beginning in the 2024-25 school year, a school board shall pay a student
48	48	teacher who is participating in the student teaching component of a teacher
49	49	preparatory program at a school in the school district an hourly wage of at least $15
50	50	for the hours the student teacher participates in the student teaching component in
51	51	the school district.
52	52	(3) Annually on the 3rd Monday of June, for each student teacher who
53	53	participated in the student teaching component of a teacher preparatory program in
54	54	a school district during the preceding school term, the department shall pay the
55	55	school board of the school district an amount determined by multiplying $15 times
56	56	the number of hours the student teacher participated in the student teaching
57	57	component of the teacher preparatory program in the school district during the
58	58	preceding school term, as reported to the department by the school board. The
59	59	department shall make payments under this subsection from the appropriation
60	60	under s. 20.255 (2) (e).
61	61	(4) The department may promulgate rules to administer this section.
