11	11	AN ACT to amend 119.04 (1); and to create 20.255 (2) (ch) and 115.422 of the
12	12	statutes; relating to: grants to encourage individuals to pursue a career in
13	13	teaching or to facilitate teacher licensure, granting rule-making authority, and
14	14	making an appropriation.

16	16	The bill creates a new grant program administered by the Department of Public
17	17	Instruction and available to school districts and operators of independent charter
18	18	schools to reimburse the cost of “Grow Your Own” programs. Under the bill, Grow
19	19	Your Own programs include high school clubs that encourage careers in teaching,
20	20	payment of costs associated with current staff acquiring education needed for
21	21	licensure, support for career pathways using dual enrollment, support for
22	22	partnerships focused on attracting or developing new teachers, or incentives for
23	23	paraprofessionals to gain licensure. The bill appropriates $5,000,000 in fiscal year
24	24	2024-25 for this purpose.

27	27	The people of the state of Wisconsin, represented in senate and assembly, do
28	28	enact as follows:

35	35	SECTION 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
36	36	the following amounts for the purposes indicated:

43	43	SECTION 2. 20.255 (2) (ch) of the statutes is created to read:
44	44	20.255 (2) (ch) Grow your own programs; teacher pipeline capacity building.
45	45	The amounts in the schedule for grants under s. 115.422 to school districts and
46	46	operators of a charter school under s. 118.40 (2r) or (2x).
47	47	SECTION 3. 115.422 of the statutes is created to read:
48	48	115.422 Grow your own programs; teacher pipeline capacity building.
49	49	(1) In this section, “grow your own program” means a program to encourage
50	50	individuals to pursue a career in teaching or to facilitate teacher licensure. “Grow
51	51	your own program” includes high school clubs that encourage careers in teaching,
52	52	payment of costs associated with current staff acquiring education needed for
53	53	licensure, support for career pathways using dual enrollment, support for
54	54	partnerships focused on attracting or developing new teachers, or incentives for
55	55	paraprofessionals to gain licensure.
56	56	(2) Beginning in the 2024-25 school year, from the appropriation under s.
57	57	20.255 (2) (ch), the department shall award grants to a school district or the operator

84	84	of a charter school under s. 118.40 (2r) or (2x) to reimburse the school district or
85	85	charter school for costs associated with grow your own programs.
86	86	(3) The department shall promulgate rules to implement and administer this
87	87	section, including criteria for awarding a grant.
88	88	SECTION 4. 119.04 (1) of the statutes, as affected by Wisconsin Act 12, is
89	89	amended to read:
