48 | 48 | | school year. The AGR program was created in 2015 Wisconsin Act 53 to replace the |

49 | 49 | | former SAGE program. Both programs are categorical aid programs that provide |

50 | 50 | | funding to a participating school for low-income pupils enrolled in certain grades if |

51 | 51 | | the school complies with a five-year contract entered into between the Department |
---|
52 | 52 | | of Public Instruction and the school board of the school district in which the school |
---|
53 | 53 | | is located. |
---|
54 | 54 | | Current law provides that no contract may be entered into or renewed under |
---|
55 | 55 | | the former SAGE program after July 3, 2015, but a school board that had a contract |
---|
56 | 56 | | under the former SAGE program with respect to a school on July 3, 2015, could enter |
---|
57 | 57 | | into a contract with DPI for that school under the AGR program. |
---|
58 | 58 | | Under current law, an AGR contract must require a participating school to do |
---|
59 | 59 | | certain things, including implementing one or more of the following strategies in |
---|
60 | 60 | | grades kindergarten to three: |
---|
61 | 61 | | 1. Reduce class sizes to no more than 18 pupils or no more than 30 pupils in a |
---|
62 | 62 | | class having at least two regular classroom teachers. |
---|
63 | 63 | | 2. Provide data-driven instructional coaching for classroom teachers. |
---|
64 | 64 | | 3. Provide data-informed, one-to-one tutoring to pupils who are struggling |
---|
65 | 65 | | with reading or mathematics. |
---|
66 | 66 | | Currently, AGR contracts may be renewed for one or more terms of five school |
---|

68 | 68 | | Under the AGR program, DPI annually must pay to a school board a per pupil |

95 | 95 | | lowest grades taught in the school; and c) in the third school year of the contract and |

96 | 96 | | in every other school year of the contract, reduce the class size to no more than 18 |

97 | 97 | | pupils in each class in each grade taught in the school. A school may meet the class |

98 | 98 | | size requirement by combining two classes if the combined class size is no more than |
---|
99 | 99 | | 30 pupils and at least two regular classroom teachers are assigned to the combined |

102 | 102 | | recreational opportunities and community and social services available in the school. |

107 | 107 | | The bill provides that contracts under the new SAGE program may be renewed |

109 | 109 | | Under the bill, DPI annually must pay to a school board $2,250 for each |

110 | 110 | | low-income pupil who is enrolled in a school subject to a contract under the new |

111 | 111 | | SAGE program and who is assigned to a class in the school in which the class size |

112 | 112 | | was reduced in the manner required under the school board's contract with DPI. |

113 | 113 | | Under the bill, DPI must annually adjust the per pupil amount to reflect the |

114 | 114 | | percentage change in the consumer price index if that change is positive. The bill |

115 | 115 | | provides a sum sufficient appropriation for payments under the new SAGE program. |

183 | 183 | | guarantee contracts. (1) Beginning in the 2000-01 school year, a school district |
---|
184 | 184 | | is eligible for aid under this subsection section if it applies to the department for |
---|
185 | 185 | | approval of the amount of bonds specified in the copy of the resolution under 1999 |
---|
186 | 186 | | Wisconsin Act 9, section 9139 (2d). If the department approves the amount before |
---|
187 | 187 | | June 30, 2001, the department shall, from the appropriation under s. 20.255 (2) (cs), |
---|
188 | 188 | | pay each school district that issues bonds pursuant to a referendum under 1999 |
---|
189 | 189 | | Wisconsin Act 9, section 9139 (2d), an amount equal to 20 percent of the annual debt |
---|

194 | 194 | | SECTION 8. 118.435 of the statutes is created to read: |

195 | 195 | | 118.435 Student achievement guarantee in education program. (1) |
---|
196 | 196 | | LEGISLATIVE FINDINGS. The legislature finds that the voucher programs established |
---|
197 | 197 | | under s. 118.60, 2021 stats., and s. 119.23, 2021 stats., are a failed experiment. The |
---|
198 | 198 | | legislature further finds that the student achievement guarantee in education |
---|
199 | 199 | | program established under s. 118.43, 2021 stats., has had measurable impacts on |
---|
200 | 200 | | pupils enrolled in schools that have entered into contracts with the department |
---|
201 | 201 | | under that section as compared to pupils who were enrolled in schools not |
---|
202 | 202 | | participating in the program established under s. 118.43, 2021 stats. These impacts |
---|
203 | 203 | | include improved reading academic growth in kindergarten, improved mathematics |
---|
204 | 204 | | and reading academic growth from kindergarten through 3rd grade, and a positive |
---|
205 | 205 | | effect of pupils from economically disadvantaged backgrounds completing high |
---|
206 | 206 | | school. The legislature finds that the student achievement guarantee in education |
---|

245 | 245 | | school district in which the school is located is a party to a contract entered into on |
---|
246 | 246 | | behalf of the school under s. 118.43, 2021 stats., or s. 118.44, 2021 stats., that, on the |
---|

248 | 248 | | terminated. |
---|
249 | 249 | | (b) Low-income schools. At least 30 percent of the pupils enrolled in the school |
---|

---|
252 | 252 | | 2024-25 school year, the school board of a school district may enter into a 5-year |

300 | 300 | | c. In the 3rd school year of the contract and in every other school year of the |

301 | 301 | | contract, including every school year of a contract renewed under sub. (7), reduce the |

344 | 344 | | 3. If necessary, outline any changes to the curriculum to improve pupil |
---|
345 | 345 | | academic achievement. |

346 | 346 | | (d) Staff development and accountability. 1. Develop a one-year program for |

347 | 347 | | all newly hired employees that helps them make the transition from their previous |
---|
348 | 348 | | employment or school to their current employment. |

349 | 349 | | 2. Provide time for employees to collaborate and plan. |
---|
350 | 350 | | 3. Require that each teacher and administrator submit to the school board a |
---|
351 | 351 | | professional development plan that focuses on how the individual will help improve |
---|
352 | 352 | | pupil academic achievement. The plan shall include a method by which the |
---|
353 | 353 | | individual will receive evaluations on the success of the individual's efforts from a |
---|
354 | 354 | | variety of sources. |
---|
355 | 355 | | 4. Regularly review staff development plans to determine if they are effective |
---|
356 | 356 | | in helping to improve pupil academic achievement. |
---|
357 | 357 | | 5. Establish an evaluation process for professional staff members that does all |
---|
358 | 358 | | of the following: |
---|
