11	11	AN ACT to amend 118.21 (title); and to create 118.21 (5) and 119.40 (3) of the
12	12	statutes; relating to: establishing minimum salaries for public school
13	13	teachers.
14	14	Analysis by the Legislative Reference Bureau
15	15	This bill requires a school board to pay a full-time teacher an annual salary in
16	16	each school year that is not less than the annual salary paid to a state legislator for
17	17	that school year (base salary). In addition, if a teacher has worked as a teacher for
18	18	at least 10 school years, the bill requires a school board to pay the teacher an annual
19	19	salary that is not less than the base salary for the school year plus $15,000. Finally,
20	20	if a teacher has worked as a teacher for at least 20 school years, the bill requires a
21	21	school board to pay the teacher an annual salary that is not less than $100,000.
22	22	For further information see the local fiscal estimate, which will be printed as
23	23	an appendix to this bill.
24	24	The people of the state of Wisconsin, represented in senate and assembly, do
25	25	enact as follows:
26	26	SECTION 1. 118.21 (title) of the statutes is amended to read:
27	27	118.21 (title) Teacher contracts; minimum salaries.
28	28	SECTION 2. 118.21 (5) of the statutes is created to read:

37	37	118.21 (5) (a) In this subsection, “annual legislator salary” means the annual
38	38	salary of a state senator or representative to the assembly established under s.
39	39	20.923 (2) (b), whichever is greater, for a particular fiscal year.
40	40	(b) A school board shall pay to a full-time teacher an annual salary that is not
41	41	less than the annual legislator salary for the school year for which the teacher's
42	42	salary is paid.
43	43	(c) A school board shall pay to a full-time teacher who has worked as a teacher
44	44	for at least 10 school years an annual salary that is not less than an amount
45	45	calculated as follows:
46	46	1. Determine the annual legislator salary for the school year for which the
47	47	teacher's salary is paid.
48	48	2. Add $15,000 to the amount determined under subd. 1.
49	49	(d) A school board shall pay to a full-time teacher who has worked as a teacher
50	50	for at least 20 school years an annual salary that is not less than $100,000.
51	51	(e) The requirements under this subsection are not subject to collective
52	52	bargaining under s. 111.70. The requirement under s. 118.245 does not apply to a
53	53	school board that increases teacher wages to comply with this subsection.
54	54	SECTION 3. 119.40 (3) of the statutes is created to read:
55	55	119.40 (3) (a) In this subsection, “annual legislator salary” means the annual
56	56	salary of a state senator or representative to the assembly established under s.
57	57	20.923 (2) (b), whichever is greater, for a particular fiscal year.
58	58	(b) The board shall pay to a full-time teacher an annual salary that is not less
59	59	than the annual legislator salary for the school year for which the teacher's salary
60	60	is paid.

89	89	(c) The board shall pay to a full-time teacher who has worked as a teacher for
90	90	at least 10 school years an annual salary that is not less than an amount calculated
91	91	as follows:
92	92	1. Determine the annual legislator salary for the school year for which the
93	93	teacher's salary is paid.
94	94	2. Add $15,000 to the amount determined under subd. 1.
95	95	(d) The board shall pay to a full-time teacher who has worked as a teacher for
96	96	at least 20 school years an annual salary that is not less than $100,000.
97	97	(e) The requirements under this subsection are not subject to collective
98	98	bargaining under s. 111.70. The requirement under s. 118.245 does not apply if the
99	99	board increases teacher wages to comply with this subsection.
100	100	SECTION 4.0Initial applicability.
101	101	(1) This act first applies to a teacher who is affected by a collective bargaining
102	102	agreement or other contract that contains provisions inconsistent with this act on the
103	103	day on which the collective bargaining agreement or contract expires or is extended,
104	104	modified, or renewed, whichever occurs first.
