10	10	AN ACT relating to: authorizing certain full-time positions within the
11	11	Department of Safety and Professional Services and making an appropriation.

13	13	This bill appropriates money for the Department of Safety and Professional
14	14	Services to hire nine full-time staff to process professional license applications, eight
15	15	full-time staff to communicate with customers and the public, and two full-time
16	16	staff to help individuals, employers, and institutions of higher education understand
17	17	the credential application and approval process.
18	18	For further information see the state fiscal estimate, which will be printed as
19	19	an appendix to this bill.
20	20	The people of the state of Wisconsin, represented in senate and assembly, do
21	21	enact as follows:
22	22	SECTION 1.0Fiscal changes.
23	23	(1) PROFESSIONAL LICENSING STAFF; DEPARTMENT OF SAFETY AND PROFESSIONAL
24	24	SERVICES. In the schedule under s. 20.005 (3) for the appropriation to the department
25	25	of safety and professional services under s. 20.165 (1) (g), the dollar amount for fiscal
26	26	year 2023-24 is increased by $552,300 to increase the authorized FTE positions for

36	36	the department by 9.0 PR positions for staff to process professional credential
37	37	applications. In the schedule under s. 20.005 (3) for the appropriation to the
38	38	department of safety and professional services under s. 20.165 (1) (g), the dollar
39	39	amount for fiscal year 2024-25 is increased by $708,900 to provide funding for the
40	40	positions authorized under this subsection.
41	41	(2) CUSTOMER COMMUNICATION STAFF; DEPARTMENT OF SAFETY AND PROFESSIONAL
42	42	SERVICES. In the schedule under s. 20.005 (3) for the appropriation to the department
43	43	of safety and professional services under s. 20.165 (1) (g), the dollar amount for fiscal
44	44	year 2023-24 is increased by $465,600 to increase the authorized FTE positions
45	45	within the department by 8.0 PR positions for staff to communicate with customers
46	46	and the public. In the schedule under s. 20.005 (3) for the appropriation to the
47	47	department of safety and professional services under s. 20.165 (1) (g), the dollar
48	48	amount for fiscal year 2024-25 is increased by $581,800 to provide funding for the
49	49	positions authorized under this subsection.
50	50	(3) LICENSE NAVIGATORS; DEPARTMENT OF SAFETY AND PROFESSIONAL SERVICES. In
51	51	the schedule under s. 20.005 (3) for the appropriation to the department of safety and
52	52	professional services under s. 20.165 (1) (g), the dollar amount for fiscal year 2024-25
53	53	is increased by $143,000 to increase the authorized FTE positions within the
54	54	department by 2.0 PR positions for staff to help individuals, employers, and
55	55	institutions of higher education understand the credential application and approval
56	56	process.
57	57	SECTION 2.0Effective date.
58	58	(1) This act takes effect on the day after publication, or on the 2nd day after
59	59	publication of the 2023 biennial budget act, whichever is later.
