9	9	AN ACT to amend 119.04 (1); and to create 118.065 of the statutes; relating to:
10	10	allowing representatives of certain federally chartered youth membership
11	11	organizations to provide information to pupils on public school property.

13	13	This bill requires, upon the request of certain federally chartered youth
14	14	membership organizations, the principal of a public school, including an
15	15	independent charter school, to schedule at least one date and time at the beginning
16	16	of the school term for representatives of the youth membership organization to
17	17	provide information about the organization to pupils during the school day on school
18	18	property. Such information may include information about how the organization
19	19	furthers the educational interests and civic involvement of pupils consistent with
20	20	good citizenship. Examples of these federally chartered youth membership
21	21	organizations include Boy Scouts of America and Girl Scouts of the United States of
22	22	America.
23	23	The people of the state of Wisconsin, represented in senate and assembly, do
24	24	enact as follows:
25	25	SECTION 1. 118.065 of the statutes is created to read:
26	26	118.065 Federally chartered youth membership organizations. (1) In

36	36	(a) “School” means a public school, including a charter school authorized under
37	37	s. 118.40 (2r) or (2x).
38	38	(b) “Youth membership organization" means an organization identified in
39	39	chapter 301, 309, 311, 709, or 803 of title 36 of the United States Code that has an
40	40	educational purpose and that promotes civic involvement.
41	41	(2) Beginning in the 2024-25 school year, at the beginning of a school term, a
42	42	youth membership organization may request that the principal of a school allow
43	43	representatives of the organization to provide oral information or written
44	44	information, or both, regarding the organization to pupils during a school day on
45	45	school property, including information about how the organization furthers the
46	46	educational interests and civic involvement of pupils consistent with good
47	47	citizenship.
48	48	(3) If a youth membership organization submits a request under sub. (2) to the
49	49	principal of a school, the principal shall schedule at least one date and time during
50	50	the beginning of the school term for representatives of the organization to provide
51	51	information as described under sub. (2).
52	52	SECTION 2. 119.04 (1) of the statutes, as affected by 2023 Wisconsin Act 12, is
53	53	amended to read:
