[2023 Senate Bill 554] 
Ratification of WLEA Collective 
Bargaining Agreement 
2023 Wisconsin Act 38 ratifies the 2023-25 biennial agreement between the State of Wisconsin and the 
Wisconsin Law Enforcement Association on behalf of the State Patrol troopers and inspectors. The 
Joint Committee on Employment Relations unanimously approved the agreement for the State Patrol 
troopers and inspectors, and recommended ratification of the agreement by the Legislature. 
The agreement renews the general employment provisions and compensation-related provisions from 
the prior 2021-23 biennial agreement, with some revisions.  
In particular, the agreement includes a general wage adjustment increase of four percent, beginning 
with the first pay period after the act takes effect. The agreement includes a lump sum payment for 
employees in pay status on the date the adjustment takes effect, for hours in pay status from July 2, 
2023, to enactment of the adjustment. The agreement provides a second general wage adjustment of 
two percent that takes effect June 30, 2024.  
The agreement also includes a market adjustment increase of $5 per hour, with a lump sum payment 
for employees in pay status on the date the increase takes effect, for hours in pay status from July 2, 
2023, to enactment of the market adjustment increase. 
Other revisions include an increase in the annual allowance for protective shoes and an increase in meal 
and lodging reimbursements. These items match the foot protection allowance and meal and lodging 
reimbursement rates provided in the 2023-25 State Compensation Plan for general state employees, 
approved by the Joint Committee on Employment Relations.
