4-AN ACT relating to: ratification of the agreement negotiated between the state of Wisconsin and the Wisconsin Law
5-Enforcement Association, for the 2023−25 biennium, covering employees in the public safety collective bargaining
6-unit, and authorizing an expenditure of funds.
7-The people of the state of Wisconsin, represented in
8-senate and assembly, do enact as follows:
9-SECTION 1.0Agreement ratified.  The legislature rat-
10-ifies the tentative agreement negotiated for the 2023−25
11-biennium between the state of Wisconsin, the division of
12-personnel management in the department of administra-
13-tion, and the Wisconsin Law Enforcement Association,
14-covering employees in the public safety collective bar-
15-gaining unit under subch. V of ch. 111, as approved by the
16-employees of the public safety collective bargaining unit
17-and approved and recommended by the joint committee
18-on employment relations, and authorizes the necessary
19-expenditure of moneys for implementation from the
20-appropriations made by s. 20.865 (1), subject to s. 20.865
21-(intro.).  The administrator of the division of personnel
22-management in the department of administration shall
23-file an official copy of the agreement, certified by the
24-cochairpersons of the joint committee on employment
25-relations, with the secretary of state.  No formal or infor-
26-mal agreement between the parties that is not a part of the
27-official copy is deemed to be approved by the legislature
28-under this act.

7+AN ACT relating to: ratification of the agreement negotiated between the state

11+Analysis by the Legislative Reference Bureau
12+This proposal is introduced under s. 111.92 (1), stats. The proposal ratifies the
13+collective bargaining contract for state employees in the public safety collective
14+bargaining unit negotiated for the 2023-25 biennium under the State Employment
15+Labor Relations Act. Currently, statutory program supplement appropriations fund
16+the costs of collective bargaining agreements to the extent that they exceed budgeted
17+costs. The proposal authorizes expenditure of moneys from those appropriations to
18+fund the cost of this agreement.
19+For further information see the state fiscal estimate, which will be printed as
20+an appendix to this bill.
21+The people of the state of Wisconsin, represented in senate and assembly, do

2944 SECTION 2.0Effective date.
30-(1)  This act takes effect on the day after publication,
31-except that those provisions specifically identified as
32-having other effective dates in the agreement covering
33-employees in the public safety collective bargaining unit
34-are effective on the dates provided in that agreement.
35-*  Section 991.11,  WISCONSIN STATUTES:   Effective date of acts.  “Every act and every portion of an act enacted by the legislature over the governor’s
36-partial veto which does not expressly prescribe the time when it takes effect shall take effect on the day after its date of publication.”
45+(1) This act takes effect on the day after publication, except that those
46+provisions specifically identified as having other effective dates in the agreement
47+covering employees in the public safety collective bargaining unit are effective on the
48+dates provided in that agreement.
