47	47	Analysis by the Legislative Reference Bureau
48	48	HOUSING, HOMELESSNESS, AND INDIGENCE
49	49	1. Grants to facilitate the independent living of homeless persons
50	50	Under current law, the Department of Administration provides housing grants
51	51	to counties, municipalities, community action agencies, and private organizations
52	52	for the purpose of providing housing and associated supportive services to homeless
53	53	individuals and families in order to facilitate the movement of homeless persons to
54	54	independent living. This bill provides an additional $5,000,000 in the 2023-25 fiscal
55	55	biennium to fund that grant program.
56	56	2. Emergency rental assistance grants
57	57	The bill creates an emergency rental assistance program under which DOA
58	58	awards grants to provide tenant-based rental assistance to individuals and families
59	59	who have suffered an economic hardship and whose annual household income does
60	60	not exceed 80 percent of the median household income for the county in which the
61	61	individual or family resides. The bill appropriates $10,000,000 for the program in
62	62	the 2023-25 fiscal biennium.
63	63	3. Grants to defray housing costs
64	64	The bill increases funding for DOA to award grants to persons or families of low
65	65	or moderate income to defray housing costs. The bill provides an additional $220,000
66	66	in each fiscal year of the 2023-25 fiscal biennium for that purpose.
67	67	4. Duties of the Interagency Council on Homelessness
68	68	The bill requires the Interagency Council on Homelessness to do all of the
69	69	following every two years:
70	70	1. Identify ways in which DOA and other state agencies specified in the bill and
71	71	the Wisconsin Housing and Economic Development Authority can increase access to
72	72	services for homeless individuals and families, including homeless children and
73	73	youths as defined under federal law.
74	74	2. Advise each of the state agencies specified in the bill and WHEDA to revise
75	75	any policy or practice that the council determines impedes homeless individuals and
76	76	families from obtaining services.

86	86	5. Report concerning homeless children and youth
87	87	The bill requires the Department of Public Instruction to annually issue a
88	88	report to the legislature on the number of homeless children and youths in the public
89	89	schools of this state. Under the bill, “homeless children and youths” is defined by
90	90	reference to federal law providing homeless assistance.
91	91	6. Report concerning households with worst case housing needs
92	92	The bill requires WHEDA to annually issue a report to the legislature on the
93	93	number of households with worst case housing needs in this state. “Households with
94	94	worst case housing needs” is defined in a manner consistent with that used by the
95	95	federal Department of Housing and Urban Development. The report must include
96	96	data and demographic information on these households, analysis of the impediments
97	97	to obtaining affordable housing, and recommendations on how to improve state and
98	98	local programs to assist these households with their housing needs.
99	99	7. Pilot program related to the federal Housing Choice Voucher Program
100	100	The bill creates a two-year pilot program that gives priority to homeless
101	101	children and their families, as defined under federal law, on the waiting list that
102	102	WHEDA, or a public housing agency that contracts with WHEDA, maintains under
103	103	the federal Housing Choice Voucher Program. Under the bill, WHEDA is required
104	104	to develop policies and procedures for the pilot program.
105	105	8. Civil legal services for the indigent
106	106	Under current law, the Department of Children and Families is directed to
107	107	allocate in each fiscal year specific amounts of money, including federal moneys
108	108	received under the Temporary Assistance for Needy Families (TANF) block grant, for
109	109	various public assistance programs. Under current law, DCF provides funding to the
110	110	Wisconsin Trust Account Foundation, Inc., (the foundation) to provide civil legal
111	111	services to TANF-eligible individuals in two ways:
112	112	1. DCF provides up to $100,000 in each fiscal year in matching funds to the
113	113	foundation for the provision of civil legal services to eligible individuals. This grant
114	114	does not specify what types of civil legal services may be provided.
115	115	2. DCF provides a $500,000 grant from federal TANF funding in each fiscal
116	116	year to the foundation to provide grants to programs, up to $75,000 each, that provide
117	117	certain legal services to eligible individuals. The legal services provided through this
118	118	grant are limited to legal services in civil matters related to domestic abuse or sexual
119	119	abuse or to restraining orders or injunctions for individuals at risk.
120	120	The bill removes the grant that requires matching funds and increases the
121	121	grant to provide certain legal services to eligible individuals to $1,000,000 per fiscal
122	122	year. Under the bill, the foundation may additionally use this funding to provide to
123	123	eligible individuals civil legal services related to eviction. The bill removes the
124	124	$75,000 cap on grants provided by the foundation to individual programs.
125	125	The bill also requires DOA to make annual payments of $30,000,000 to the
126	126	foundation for the purpose of providing civil legal services to indigent persons.
127	127	9. Internet assistance program
128	128	The bill requires DCF to establish an Internet assistance program under which
129	129	it makes payments to Internet service providers on behalf of low-income individuals - 4 -2023 - 2024 Legislature LRB-4469/1

132	132	to assist with paying for Internet service, and provides $10,000,000 in each fiscal
133	133	year for this purpose. The bill requires that other assistance program options be
134	134	exhausted before assistance is provided under this program. The bill allows DCF to
135	135	contract with a community action agency for the administration of the program. The
136	136	bill requires DCF to promulgate rules to implement the program, which must include
137	137	a requirement that the family income of a recipient not exceed 200 percent of the
138	138	federal poverty line.
139	139	WORKFORCE DEVELOPMENT AND JOB AND INCOME SUPPORTS
140	140	1. Job and Business Development Program
141	141	The bill increases funding by $799,400 in each fiscal year of the 2023-25 fiscal
142	142	biennium to supplement, on a one-to-one matching basis, federal employment
143	143	opportunity demonstration project funds and funds from other federal and private
144	144	foundation sources for job creation and development for individuals with low
145	145	incomes. The program funded by these funds is commonly referred to as the Job and
146	146	Business Development Program.
147	147	2. Skills enhancement services
148	148	Under current law, DCF must distribute grants to community action agencies
149	149	to provide skills enhancement services, including access to transportation, child
150	150	care, career counseling, job placement assistance, and financial support for
151	151	education and training. Under this program, a community action agency may
152	152	provide these services to individuals who work at least 20 hours per week and whose
153	153	earned income is at or below 150 percent of the poverty line. The bill increases the
154	154	earned income threshold for eligibility to 200 percent of the poverty line.
155	155	3. Transitional Jobs program
156	156	Under current law, DCF administers the Transitional Jobs program, which
157	157	provides wage subsidies to employers of certain low-income parents or primary
158	158	caregivers of a child and low-income young adults. The bill provides an additional
159	159	$1,000,000 per fiscal year in federal TANF funding to the Transitional Jobs program
160	160	to provide these services outside of Milwaukee County.
161	161	4. Job and employment services pilot program
162	162	The bill requires the Department of Workforce Development to establish a pilot
163	163	program that offers job and employment services for individuals receiving housing
164	164	vouchers or receiving services from state-funded homeless shelters. The bill
165	165	requires the pilot program to offer services similar to those offered under the existing
166	166	Transform Milwaukee Jobs and Transitional Jobs programs in current law. The bill
167	167	funds the pilot program with $500,000 in each fiscal year of the 2023-25 fiscal
168	168	biennium. Under the bill, the pilot program sunsets on June 30, 2025.
169	169	5. Council on Workforce Investment strategic plan
170	170	Under the federal Workforce Innovation and Opportunity Act of 2014 (WIOA),
171	171	federal funds are allocated to the state and, in turn, to local workforce development
172	172	areas designated by the governor to provide employment and training activities for
173	173	job seekers and workers. The WIOA repealed a prior law known as the federal
174	174	Workforce Investment Act of 1998 (WIA), which contained a number of similar
175	175	provisions. To receive funding under the WIOA, the governor must establish a - 5 -2023 - 2024 Legislature

179	179	Council on Workforce Investment. The bill requires the council to identify certain
180	180	populations for services under its WIOA strategic plan. The populations to be
181	181	included are 1) homeless individuals from ages 18 to 24; 2) certain children placed
182	182	in out-of-home care; and 3) homeless adults.
183	183	6. Miscellaneous provisions
184	184	The bill repeals a provision concerning review and approval of certain matters
185	185	regarding assistance to dislocated workers that was administered as part of the WIA,
186	186	but that no longer exists. In addition, the bill updates references to the United States
187	187	Code sections regarding WIOA.
188	188	COMMUNITY ACTION AGENCIES
189	189	Under current law, DCF must distribute grants to community action agencies
190	190	to provide skills enhancement services, including access to transportation, child
191	191	care, career counseling, job placement assistance, and financial support for
192	192	education and training. The bill provides an additional $1,000,000 in each fiscal year
193	193	of the 2023-25 fiscal biennium for that purpose.
194	194	The bill also provides a match from state funding to the federal community
195	195	services block grant, which funds the work of community action agencies. Under
196	196	current law, a community action agency is an entity that provides services such as
197	197	employment or housing assistance, financial planning, or educational services to
198	198	low-income individuals and that works to combat poverty in the community that it
199	199	serves. The bill increases the income cap for receiving services from a community
200	200	action agency from 125 percent of the federal poverty line to 200 percent of the federal
201	201	poverty line.
202	202	The bill also requires the Department of Health Services to establish a grant
203	203	program to provide grants to community action agencies to enable them to respond
204	204	to the needs of communities and low-income families and individuals in crisis
205	205	resulting from opioid addiction-related issues. Through the program, DHS is
206	206	required to endeavor to expand and support effective community efforts to identify
207	207	and respond to causes and consequences of opioid misuse and addiction experienced
208	208	by low-income individuals, families, and communities. Under the bill, DHS must
209	209	award grants of at least $25,000 and up to $250,000 per year. The bill sets out criteria
210	210	DHS must use in awarding grants as well as characteristics of applications to which
211	211	DHS must give preference. Grants under the bill may not be more than three years
212	212	in duration unless approved by the secretary of health services.
213	213	LEAD EXPOSURE AND ABATEMENT
214	214	1. Early intervention services for children with lead in their blood
215	215	Under current law, DHS implements a statewide program, referred to as the
216	216	Birth to 3 Program, that provides early intervention services for children aged three
217	217	and under who are developmentally delayed or are diagnosed as having a condition
218	218	that is likely to result in significantly delayed development. The bill ensures that
219	219	children with a concentration of lead in their blood of at least 3.5 micrograms per 100
220	220	milliliters of blood are eligible for services under the Birth to 3 Program. The bill also
221	221	allows DHS to develop a methodology to allocate funding for early intervention

225	225	2. Lead-Safe Homes Program
226	226	Under current law, DHS provides lead abatement services through the
227	227	Lead-Safe Homes Program. The Lead-Safe Homes Program provides repairs to
228	228	owner-occupied and rental properties to make them lead-safe. Currently, the
229	229	program is funded in part through federal funding. The bill increases state funding
230	230	for the program by $28,400,000 over the fiscal biennium.
231	231	3. Windows Plus lead exposure program
232	232	The bill authorizes one general purpose revenue position within DHS and
233	233	increases funding to resume the Windows Plus lead exposure program. The
234	234	Windows Plus lead exposure program was initiated in the 2019-21 fiscal biennium
235	235	with onetime funding to provide lead-safe renovations in homes built before 1950
236	236	that are inhabited or frequently visited by low-income families with children. The
237	237	program focuses renovations on high-risk components of housing, such as windows,
238	238	porches, floors, and siding.
239	239	4. Lead service line replacement
240	240	This bill appropriates $200,000,000 from the general fund to the environmental
241	241	improvement program for projects involving forgivable loans to private users of
242	242	public water systems to replace lead service lines. Under current law, DOA and the
243	243	Department of Natural Resources administer the safe drinking water loan program
244	244	(SDWLP), which provides financial assistance from the environmental improvement
245	245	program to local governmental units and to the private owners of community water
246	246	systems that serve local governmental units for projects for the planning, designing,
247	247	construction, or modification of public water systems. DNR establishes a funding list
248	248	for SDWLP projects and DOA allocates funding for those projects.
249	249	SOBER LIVING
250	250	The bill requires DHS to encourage the development, expansion, and quality
251	251	control of networks of sober living residences and to allocate moneys to create a
252	252	revolving loan fund for establishing sober living residences or a network of sober
253	253	living residences or to award grants for purposes specified in the bill.
254	254	NONEMERGENCY MEDICAL TRANSPORTATION SERVICES
255	255	The bill requires DHS to determine and implement a reimbursement rate for
256	256	nonemergency medical transportation services for Medical Assistance recipients
257	257	who are nursing home residents that is the same as the prevalent brokerage
258	258	reimbursement rate applied to other nonemergency medical transportation services
259	259	for Medical Assistance recipients.
260	260	TRANSPORTATION
261	261	1. Transportation grants
262	262	Under current law, the Department of Transportation may award grants to
263	263	public and private organizations for the development and implementation of
264	264	demand management, ride-sharing, and job access and employment transportation
265	265	assistance programs. The bill increases the amount of state monies appropriated in
266	266	the 2023-25 fiscal biennium for the development and implementation of job access
267	267	and employment transportation assistance programs by 5 percent of the amount

272	272	2. Urban mass transit aid
273	273	Under current law, DOT provides state aid payments to local public bodies in
274	274	urban areas served by mass transit systems to assist the local public bodies with the
275	275	expenses of operating those systems. The bill increases the total amount of state aid
276	276	payments for mass transit systems serving urban areas having a population of less
277	277	than 50,000 to $5,707,800 in calendar year 2023 and thereafter.
278	278	3. Specialized transportation services
279	279	Under current law, DOT administers specialized transportation programs to
280	280	provide financial assistance for transportation services for seniors and individuals
281	281	with disabilities. One program provides funding to counties based on each county's
282	282	proportion of the state's population of seniors and individuals with disabilities. The
283	283	other program provides funds to local public bodies and nonprofit organizations
284	284	through a competitive application process to supplement federal funding under the
285	285	Enhanced Mobility of Seniors and Individuals with Disabilities program. The bill
286	286	increases funding for both programs by 2 percent of the amount appropriated for
287	287	those purposes in fiscal year 2022-23.
288	288	HIGHER EDUCATION
289	289	The bill requires the Board of Regents of the University of Wisconsin System
290	290	to allocate $50,000 each fiscal year for the Institute for Research on Poverty at
291	291	UW-Madison to study and provide an annual report to the public on poverty in this
292	292	state.

295	295	The people of the state of Wisconsin, represented in senate and assembly, do
296	296	enact as follows:
297	297	SECTION 1. 13.48 (26m) of the statutes is created to read:
298	298	13.48 (26m) LEAD SERVICE LINE REPLACEMENT. The legislature finds and
299	299	determines that the prevalence of lead service lines in connections to public water
300	300	systems poses a public health hazard and that processes for reducing lead entering
301	301	drinking water from such pipes requires additional treatment of wastewater. It is
302	302	therefore in the public interest, and it is the public policy of this state, to assist
303	303	private users of public water systems in replacing lead service lines.
304	304	SECTION 2. 16.03 (2) (d) of the statutes is created to read:

315	315	16.03 (2) (d) No later than January 1 of each odd-numbered year, do all of the
316	316	following:
317	317	1. Identify ways in which the departments of administration, children and
318	318	families, health services, public instruction, workforce development, and veterans
319	319	affairs and the Wisconsin Housing and Economic Development Authority can
320	320	increase access to services for homeless individuals and families, including
321	321	individuals who are included in the category of homeless children and youths, as
322	322	defined in 42 USC 11434a (2).
323	323	2. Advise each of the departments specified in subd. 1. and the Wisconsin
324	324	Housing and Economic Development Authority to revise any policy or practice of the
325	325	department or authority that the council determines impedes homeless individuals
326	326	and families from obtaining services.
327	327	SECTION 3. 16.19 of the statutes is created to read:
328	328	16.19 Civil legal services for the indigent. Annually, the department shall
329	329	pay the amount appropriated under s. 20.505 (7) (e) to the Wisconsin Trust Account
330	330	Foundation, Inc., to provide civil legal services to indigent persons. The Wisconsin
331	331	Trust Account Foundation, Inc., shall distribute the amount received as grants to
332	332	programs that provide civil legal services to indigent persons, and those programs
333	333	may use the grant funds to match other federal and private grants. The grants may
334	334	be used only for the purposes for which the funding was provided.
335	335	SECTION 4. 16.306 (2) (a) of the statutes is amended to read:
336	336	16.306 (2) (a) From the appropriation appropriations under s. 20.505 (7) (fk)
337	337	and (fm), the department may award a grant to an eligible applicant for the purpose
338	338	of providing housing and associated supportive services to homeless individuals and
339	339	families to facilitate their movement to independent living if the conditions under

369	369	par. (b) are satisfied. The department shall ensure that the funds for the grants are
370	370	reasonably balanced among geographic areas of the state that correspond to the
371	371	geographic areas served by each continuum of care organization designated by the
372	372	federal department of housing and urban development, consistent with the quality
373	373	of applications submitted award grants under this paragraph on a competitive basis.
374	374	SECTION 5. 16.3065 of the statutes is created to read:
375	375	16.3065 Emergency rental assistance. (1) In this section, “eligible
376	376	applicant” has the meaning given in s. 16.306 (1).
377	377	(2) From the appropriation under s. 20.505 (7) (bq), the department shall
378	378	award grants to eligible applicants to provide tenant-based rental assistance to
379	379	individuals and families. All grant funds shall be used to provide tenant-based
380	380	rental assistance to individuals and families who have suffered an economic
381	381	hardship and whose annual household income does not exceed 80 percent of the
382	382	median household income for the county in which the individual or family resides.
383	383	SECTION 6. 16.3085 (2) (b) 2. of the statutes is amended to read:
384	384	16.3085 (2) (b) 2. Employment-related services, including connecting parents
385	385	who are job training graduates or who have a recent work history with their local
386	386	workforce development board established under 29 USC 2832 3122 and assisting
387	387	them with using the job center website maintained by the department of workforce
388	388	development.
389	389	SECTION 7. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert

682	682	SECTION 28. 49.1635 (5) (b) of the statutes is renumbered 49.1635 (2m), and
683	683	49.1635 (2m) (a), (b) and (c), as renumbered, are amended to read:

725	725	block grant funds under 42 USC 601 et seq. may be used.
726	726	SECTION 29. 49.1635 (5) (c) of the statutes is renumbered 49.1635 (3m) and
727	727	amended to read:
728	728	49.1635 (3m) For each fiscal year in which the department makes a grant
729	729	under this subsection sub. (1m), Wisconsin Trust Account Foundation, Inc., shall
730	730	submit to the department, within 3 months after spending the full amount of that
731	731	grant, a report detailing how the grant proceeds were used. The department may not
732	732	make a grant in a subsequent fiscal year unless Wisconsin Trust Account
733	733	Foundation, Inc., submits the report under this paragraph subsection within the

877	877	section, “community action agency” means an eligible entity as defined under 42
878	878	USC 9902 (1) (A).
879	879	(2) The department shall establish a grant program to enable community
880	880	action agencies to respond to the needs of communities and low-income families and
881	881	individuals in crisis resulting from the opioid addiction epidemic. Through the
882	882	program under this section, the department shall endeavor to expand and support
883	883	effective community efforts to identify and respond to causes and consequences of
884	884	opioid misuse and addiction experienced by low-income individuals, families, and
885	885	communities.
886	886	(3) Any community action agency is eligible to apply for a grant under this
887	887	section by submitting an application in the form and manner specified by the
888	888	department.
889	889	(4) A recipient of a grant under this section may use the moneys to support one
890	890	or more of the following activities, which may be conducted in coordination or
891	891	partnership with other community organizations:
892	892	(a) Enhanced public education to improve individual and community
893	893	awareness, with respect to the opioid misuse or addiction, including for children and
894	894	youth.
895	895	(b) Outreach and identification of individuals at risk of or experiencing opioid
896	896	misuse or addiction, and referral of such individuals to appropriate treatment,
897	897	recovery, or other resources in the community.
898	898	(c) Direct services to prevent, treat, or recover from opioid addiction.
899	899	(d) Services to stabilize the education, employment, housing, transportation,
900	900	or other needs of addicted or at-risk individuals and their family members.

933	933	(g) Development of partnerships with entities such as local health care
934	934	providers, substance abuse treatment organizations, schools, child welfare agencies,
935	935	social service organizations, police departments, prosecutors, courts, prisons, local
936	936	governments, businesses, and religious institutions, in order to coordinate or expand
937	937	resources available to addicted or at-risk individuals and their family members.
938	938	(h) Training for agency personnel on issues related to opioid addiction,
939	939	including early identification of at-risk individuals and administration of overdose
940	940	prevention medications.
941	941	(5) Each grant awarded by the department under this section shall be at least
942	942	$25,000 and not more than $250,000 each fiscal year.
943	943	(6) A grant awarded by the department under this section may not be more
944	944	than 3 years in duration unless approved by the secretary based on outcome data or
945	945	extenuating circumstances.
946	946	(7) Each grant recipient shall submit an annual report to the department
947	947	detailing goals, interventions, outcomes, and expenditures related to the recipient's
948	948	program funded by a grant under this section. Each grant recipient shall make each
949	949	report under this subsection publicly available on the recipient's website. The
950	950	department shall publish each report submitted under this subsection on the
951	951	department's website and coordinate with the department of children and families
952	952	to provide additional public access to the reports through the website of the

990	990	(a) A description of the objectives of the program and activities to be funded by
991	991	the grant and how the grant will be used to achieve these objectives, including
992	992	specific activities and services to be conducted, and specific populations or areas to
993	993	be served, including any targeted subgroups, such as incarcerated or homeless
994	994	individuals.
995	995	(b) A description of innovative approaches to be used and evidence of likely
996	996	success.
997	997	(c) A plan for measuring progress in achieving the objectives identified under
998	998	par. (a), including a strategy to collect data that can be used to measure the project's
999	999	effectiveness.
1000	1000	(d) Identification of relevant community or other organizations with which the
1001	1001	applicant will coordinate or partner and a description of the proposed coordination
1002	1002	or partnership.
1003	1003	(e) Sufficient affirmation, as determined by the department, that the applicant
1004	1004	has conducted an assessment of community needs related to opioid misuse and
1005	1005	addiction among low-income individuals and families, and that the proposed uses
1006	1006	of the grant funds will address unmet needs identified by the assessment.

1367	1367	workforce investment system to meet the employment, training, and educational

1370	1370	by that board, the board may prepare a list of resources available in that area that
1371	1371	provide career planning, job search, job skills training, and other support services for
1372	1372	affected employees, as defined in s. 109.07 (1) (a), including contact information for
1373	1373	those resources, for distribution to those employees under s. 109.07 (1m) (a).

1458	1458	relating to labor market dynamics as determined by the department. The

1465	1465	SECTION 62. 109.07 (1m) (a) of the statutes is amended to read:
1466	1466	109.07 (1m) (a) Subject to sub. (5) or (6), an employer that has decided upon
1467	1467	a business closing or mass layoff in this state shall promptly notify the subunit of the
1468	1468	department that administers s. 106.15, any affected employee, any collective
1469	1469	bargaining representative of any affected employee, and the highest official of any
1470	1470	municipality in which the affected employment site is located, in writing of such
1471	1471	action no later than 60 days prior to the date on which the business closing or mass

1560	1560	The report shall include the number of households with worst case housing needs by
1561	1561	county, demographic statistics and information on these households, analysis of the
1562	1562	impediments to securing affordable housing, and recommended changes to state and
1563	1563	local programs to assist these households with securing affordable housing.
1564	1564	SECTION 66. 238.30 (4m) of the statutes is amended to read:
1565	1565	238.30 (4m) “Member of a targeted group" means a person who resides in an
1566	1566	area designated by the federal government as an economic revitalization area, a
1567	1567	person who is employed in an unsubsidized job but meets the eligibility requirements
1568	1568	under s. 49.145 (2) and (3) for a Wisconsin Works employment position, a person who
1569	1569	is employed in a trial job, as defined in s. 49.141 (1) (n), 2011 stats., or in a trial
1570	1570	employment match program job, as defined in s. 49.141 (1) (n), a person who is
1571	1571	eligible for child care assistance under s. 49.155, a person who is a vocational
1572	1572	rehabilitation referral, an economically disadvantaged youth, an economically
1573	1573	disadvantaged veteran, a supplemental security income recipient, a general
1574	1574	assistance recipient, an economically disadvantaged ex-convict, a dislocated worker,
1575	1575	as defined in 29 USC 2801 (9) 3102 (15), or a food stamp recipient, if the person has
1576	1576	been certified in the manner under 26 USC 51 (d) (13) (A) by a designated local
1577	1577	agency, as defined in 26 USC 51 (d) (12).

1615	1615	SECTION 69.0Nonstatutory provisions.
1616	1616	(1) JOB AND EMPLOYMENT SERVICES; PILOT PROGRAM. The department of workforce
1617	1617	development shall establish a pilot program to provide supportive job and
1618	1618	employment services to individuals receiving housing vouchers or receiving services
1619	1619	from state-funded homeless shelters. The pilot program established under this
1620	1620	subsection shall provide similar job and employment services to those provided
1621	1621	under the Transform Milwaukee Jobs program and Transitional Jobs program under
1622	1622	s. 49.163. The department shall establish eligibility criteria for individuals
1623	1623	participating in the pilot program, and the program shall be administered by the
1624	1624	department or another entity authorized to administer the programs under s. 49.163
1625	1625	(4). The department of workforce development shall pay for the pilot program under
1626	1626	this subsection from the appropriation under s. 20.445 (1) (fc). The pilot program
1627	1627	established under this subsection shall sunset on June 30, 2025.
1628	1628	(2) PILOT PROGRAM FOR HOMELESS CHILDREN AND YOUTHS. The Wisconsin Housing
1629	1629	and Economic Development Authority shall develop policies and procedures for and
1630	1630	implement a 2-year pilot program that gives priority to individuals who are included
1631	1631	in the category of homeless children and youths, as defined in 42 USC 11434a (2), and
1632	1632	families with at least one individual included in that category on the waiting list that

1661	1661	maintains for vouchers under the federal Housing Choice Voucher Program.
1662	1662	(3) COMMUNITY ACTION OPIOID RESPONSE GRANT PROGRAM. During the 2023-25
1663	1663	fiscal biennium, the department of health services shall award no more than a total
1664	1664	of $2,000,000 per fiscal year in grant moneys under s. 49.675.
1665	1665	(4) INTERNET ASSISTANCE PROGRAM. Using the procedure under s. 227.24, the
1666	1666	department of children and families may promulgate the rules authorized under s.
1667	1667	49.168 (2) as emergency rules. Notwithstanding s. 227.24 (1) (a) and (3), the
1668	1668	department of children and families is not required to provide evidence that
1669	1669	promulgating a rule under this subsection as an emergency rule is necessary for the
1670	1670	preservation of the public peace, health, safety, or welfare and is not required to
1671	1671	provide a finding of emergency for a rule promulgated under this subsection.
1672	1672	(5) EARLY INTERVENTION SERVICES. The department of health services may
1673	1673	develop a methodology to allocate moneys under s. 20.435 (7) (bt) across county
1674	1674	programs.
1675	1675	SECTION 70.0Fiscal changes.
1676	1676	(1) STATE SUPPLEMENT TO EMPLOYMENT OPPORTUNITY DEMONSTRATION PROJECTS.
