15 | 15 | | an advisory body, to be known as the Wisconsin-Ireland Trade Commission, to |

17 | 17 | | Republic of Ireland. |
---|
18 | 18 | | Under the bill, the commission has seven members: two senators appointed by |
---|
19 | 19 | | the president of the senate, two representatives to the assembly appointed by the |
---|
20 | 20 | | speaker of the assembly, and three members nominated by the governor, and with |
---|
21 | 21 | | the advice and consent of the senate appointed, to serve for two-year terms. Of the |
---|
22 | 22 | | members appointed by the governor, at least one must be a representative from a |
---|
23 | 23 | | public institution of higher education, at least one must be a representative from an |
---|
24 | 24 | | organization that represents Wisconsin's business interests, and at least one must |
---|
25 | 25 | | represent Irish-American communities or interests. |
---|
26 | 26 | | The purpose of the commission is to do the following: 1) promote the |
---|
27 | 27 | | advancement of bilateral trade and investment between Wisconsin and the Republic |
---|
28 | 28 | | of Ireland, 2) recommend joint action on policy issues of mutual interest to Wisconsin |
---|
29 | 29 | | and the Republic of Ireland, 3) promote business and academic exchanges between |
---|
30 | 30 | | Wisconsin and the Republic of Ireland, 4) encourage mutual economic support |
---|
31 | 31 | | between Wisconsin and the Republic of Ireland, 5) encourage mutual investment in |
---|

38 | 38 | | other issues as are determined by the commission. |

39 | 39 | | The commission must report its findings, results, and recommendations to the |
---|
40 | 40 | | governor and the legislature within one year of its initial organizational meeting and |
---|
41 | 41 | | by February 1 of each succeeding year. |
---|
42 | 42 | | The commission may raise funds or accept gifts, grants, or bequests to defray |
---|
43 | 43 | | the commission's administrative expenses and carry out its purposes. |
---|

46 | 46 | | The people of the state of Wisconsin, represented in senate and assembly, do |
---|
47 | 47 | | enact as follows: |
---|
48 | 48 | | SECTION 1. 238.29 of the statutes is created to read: |
---|
49 | 49 | | 238.29 Wisconsin-Ireland trade commission. (1) DEFINITION. In this |
---|
50 | 50 | | section, “commission” means the advisory body established by the corporation under |
---|
51 | 51 | | sub. (2). |
---|
52 | 52 | | (2) CREATION. The corporation shall establish an advisory body, to be known |
---|
53 | 53 | | as the Wisconsin-Ireland trade commission. The corporation shall provide |
---|
54 | 54 | | administrative support for the commission. |
---|
55 | 55 | | (3) COMPOSITION; APPOINTMENTS; VACANCIES. (a) The commission shall consist |
---|
56 | 56 | | of 7 members, appointed as follows: |
---|
57 | 57 | | 1. Two senators, who shall be appointed by the president of the senate. The |
---|
58 | 58 | | members shall have knowledge of or current or past involvement in organizations |
---|
59 | 59 | | that promote Irish affairs or shall have interest in the well-being of trade relations |
---|
60 | 60 | | between this state and the Republic of Ireland. |
---|
61 | 61 | | 2. Two representatives to the assembly, who shall be appointed by the speaker |
---|
62 | 62 | | of the assembly. The members shall have knowledge of or current or past |
---|
63 | 63 | | involvement in organizations that promote Irish affairs or shall have interest in the |
---|
64 | 64 | | well-being of trade relations between this state and the Republic of Ireland. |

---|
88 | 88 | | least one representative from an institution, as defined in s. 36.05 (9), or a technical |
---|
89 | 89 | | college under ch. 38; at least one representative from an organization that represents |
---|
90 | 90 | | business interests in this state; and at least one member who represents |
---|
91 | 91 | | Irish-American communities or interests. |
---|
92 | 92 | | (b) A vacancy in the membership of the commission shall be filled in the same |
---|
93 | 93 | | manner in which the original appointment was made. |
---|
94 | 94 | | (4) ADMINISTRATION. (a) Compensation; reimbursement. A member of the |
---|
95 | 95 | | commission shall receive no compensation for services but shall be reimbursed by the |
---|
96 | 96 | | corporation for necessary expenses, including travel expenses, incurred in the |
---|
97 | 97 | | discharge of duties. |
---|
98 | 98 | | (b) Meetings; chairperson. 1. The commission shall meet on the call of the |
---|
99 | 99 | | chairperson or a majority of its members. The commission may meet or hold hearings |
---|
100 | 100 | | at any location as will best serve the citizens of this state. |
---|
101 | 101 | | 2. The commission shall elect a chairperson from amongst its members every |
---|
102 | 102 | | 2 years. |
---|
103 | 103 | | (c) Records; meetings. The commission's records are subject to the right of |
---|
104 | 104 | | examination and copying under s. 19.35 (1), and the commission's meetings are |
---|
105 | 105 | | subject to subch. V. of ch. 19. |
---|
106 | 106 | | (d) Quorum. A majority of the membership of the commission constitutes a |
---|
107 | 107 | | quorum to do business, and a majority of a quorum may act in any matter within the |
---|
108 | 108 | | jurisdiction of the commission. |
---|
109 | 109 | | (5) PURPOSE OF THE COMMISSION. The commission shall do all of the following: |

150 | 150 | | the activities of the preceding calendar year. |
---|
151 | 151 | | (7) FUNDING. The commission may raise funds, through direct solicitation or |
---|
152 | 152 | | other fundraising events, alone or with other groups, and accept gifts, grants, and |
---|
153 | 153 | | bequests from individuals, corporations, foundations, governmental agencies, and |
---|
154 | 154 | | public and private organizations and institutions, to defray the commission's |
---|
155 | 155 | | administrative expenses and to carry out its purposes. |
---|
156 | 156 | | SECTION 2.0Nonstatutory provisions. |
---|
157 | 157 | | (1) INITIAL APPOINTMENTS. All initial appointments to the Wisconsin-Ireland |
---|
158 | 158 | | trade commission under s. 238.29 (3) (a) shall be made no later than July 1, 2024. |
