9	9	AN ACT to repeal 121.15 (1) (a) 1. and 121.15 (1) (a) 2. to 5.; to renumber 121.15
10	10	(1) (a) 6.; to renumber and amend 121.15 (1) (a); and to create 121.15 (1) (a)
11	11	2. to 6. of the statutes; relating to: the timing of equalization aid payments to
12	12	school districts.
13	13	Analysis by the Legislative Reference Bureau
14	14	Under current law, the Department of Public Instruction pays equalization aid
15	15	to school districts for each school year in the following four installments: 15 percent
16	16	in September, 25 percent in December, 25 percent in March, and 35 percent in June.
17	17	This bill increases the percentage of equalization aid distributed in September by 2
18	18	points each school year, and decreases the percentage of equalization aid distributed
19	19	in June by 2 points each school year, until the 2027-28 school year, at which time the
20	20	amount of equalization aid distributed in both September and June will be 25
21	21	percent. The result is that equalization aid will be paid to school districts in four
22	22	equal installments beginning in the 2027-28 school year.

25	25	The people of the state of Wisconsin, represented in senate and assembly, do
26	26	enact as follows:

33	33	SECTION 1. 121.15 (1) (a) of the statutes is renumbered 121.15 (1) (a) 1. and
34	34	amended to read:
35	35	121.15 (1) (a) 1. Each In the 2022-23 school year, each school district shall
36	36	receive 15 percent of its total aid entitlement in September, 25 percent of its total aid
37	37	entitlement in December, 25 percent of its total aid entitlement in March, and 35
38	38	percent of its total aid entitlement in June.
39	39	SECTION 2. 121.15 (1) (a) 1. of the statutes, as affected by 2023 Wisconsin Act
40	40	.... (this act), is repealed.
41	41	SECTION 3. 121.15 (1) (a) 2. to 6. of the statutes are created to read:
42	42	121.15 (1) (a) 2. In the 2023-24 school year, each school district shall receive
43	43	17 percent of its total aid entitlement in September, 25 percent of its total aid
44	44	entitlement in December, 25 percent of its total aid entitlement in March, and 33
45	45	percent of its total aid entitlement in June.
46	46	3. In the 2024-25 school year, each school district shall receive 19 percent of
47	47	its total aid entitlement in September, 25 percent of its total aid entitlement in
48	48	December, 25 percent of its total aid entitlement in March, and 31 percent of its total
49	49	aid entitlement in June.
50	50	4. In the 2025-26 school year, each school district shall receive 21 percent of
51	51	its total aid entitlement in September, 25 percent of its total aid entitlement in
52	52	December, 25 percent of its total aid entitlement in March, and 29 percent of its total
53	53	aid entitlement in June.
54	54	5. In the 2026-27 school year, each school district shall receive 23 percent of
55	55	its total aid entitlement in September, 25 percent of its total aid entitlement in
56	56	December, 25 percent of its total aid entitlement in March, and 27 percent of its total

87	87	6. In the 2027-28 school year and each school year thereafter, each school
88	88	district shall receive 25 percent of its total aid entitlement in September, 25 percent
89	89	of its total aid entitlement in December, 25 percent of its total aid entitlement in
90	90	March, and 25 percent of its total aid entitlement in June.
91	91	SECTION 4. 121.15 (1) (a) 2. to 5. of the statutes, as created by 2023 Wisconsin
92	92	Act .... (this act), are repealed.
93	93	SECTION 5. 121.15 (1) (a) 6. of the statutes, as created by 2023 Wisconsin Act
94	94	.... (this act), is renumbered 121.15 (1) (a).
95	95	SECTION 6.0Effective dates. This act takes effect on the day after publication,
96	96	except as follows:
97	97	(1) The renumbering of s. 121.15 (1) (a) 6. and the repeal of s. 121.15 (1) (a) 1.
98	98	to 5. take effect on July 1, 2028.
