4-AN ACT relating to: modifying administrative rules of the Department of Transportation relating to applications

6-The people of the state of Wisconsin, represented in
7-senate and assembly, do enact as follows:
8-SECTION 1. Trans 154.13 (2) (a) 7. of the administra-
9-tive code is amended to read:
10-Trans 154.13 (2) (a) 7.  The nonresident is an insur-
11-ance company headquartered in another state in this
12-country with a business address located in another state
13-in this country that acquires ownership of a vehicle titled
14-in Wisconsin through payment of a total loss claim and
15-the insurance company makes application for a certifi-
16-cate of title, a salvage vehicle certificate of title, or any
17-other title issued by the department for the vehicle.

13+Under current law generally, a nonresident is prohibited from applying for a
14+certificate of title for a motor vehicle unless authorized by Department of
15+Transportation administrative rules. Current DOT administrative rules permit a
16+nonresident to apply for a certificate of title under certain circumstances, one of
17+which is if that nonresident is an insurance company that acquires ownership of a
18+vehicle through payment of a total loss claim. These companies may apply only for
19+salvage vehicle certificates of title for such vehicles.
20+This bill provides that an insurance company headquartered and with a
21+business address in another state in this country may also apply for a certificate of
22+title or any other title issued by DOT for the vehicle.
23+The people of the state of Wisconsin, represented in senate and assembly, do

1840 SECTION 2.0Initial applicability.
19-(1)  This act first applies to applications that are
20-received by the department of transportation on the effec-
21-tive date of this subsection.
22-*  Section 991.11,  WISCONSIN STATUTES:   Effective date of acts.  “Every act and every portion of an act enacted by the legislature over the governor’s
23-partial veto which does not expressly prescribe the time when it takes effect shall take effect on the day after its date of publication.”
41+(1) This act first applies to applications that are received by the department of
42+transportation on the effective date of this subsection.
