11	11	AN ACT to create 20.115 (3) (e) and 93.53 of the statutes; relating to: food waste
12	12	reduction grants, granting rule-making authority , and making an
13	13	appropriation.
14	14	Analysis by the Legislative Reference Bureau
15	15	The bill requires the Department of Agriculture, Trade and Consumer
16	16	Protection to provide grants for food waste reduction pilot projects that have an
17	17	objective of preventing food waste, redirecting surplus food to hunger relief
18	18	organizations, and composting food waste. Under the bill, DATCP must give
19	19	preference to grant proposals that serve census tracts for which the median
20	20	household income is below the statewide median household income and in which no
21	21	grocery store is located.

23	23	an appendix to this bill.
24	24	The people of the state of Wisconsin, represented in senate and assembly, do
25	25	enact as follows:
26	26	SECTION 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
27	27	the following amounts for the purposes indicated:

40	40	SECTION 2. 20.115 (3) (e) of the statutes is created to read:
41	41	20.115 (3) (e) Food waste reduction grants. The amounts in the schedule for
42	42	providing food waste reduction grants under s. 93.53.
43	43	SECTION 3. 93.53 of the statutes is created to read:
44	44	93.53 Food waste reduction grants. (1) The department shall provide
45	45	grants for food waste reduction pilot projects that have an objective of preventing
46	46	food waste, redirecting surplus food to hunger relief organizations, and composting
47	47	food waste. In awarding grants under this section, the department shall give
48	48	preference to proposals that serve census tracts for which the median household
49	49	income is below the statewide median household income and in which no grocery
50	50	store is located.
51	51	(2) The department shall promulgate rules for the administration of this
52	52	section.
