11	11	AN ACT to create 85.65 of the statutes; relating to: required inclusions in the
12	12	long-range statewide transportation plan.

14	14	This bill provides that the long-range statewide transportation plan developed
15	15	by the Department of Transportation must include a vision, or provide reference to
16	16	another planning document that includes a vision, for the following: 1) low-carbon
17	17	public transit; 2) electrification of the transportation sector; 3) cost-effective
18	18	charging infrastructure; 4) incentives to develop equitable, clean transportation
19	19	options; and 5) transportation solutions for underserved areas of the state. The bill
20	20	requires DOT to prepare and submit a report to the governor and the legislature
21	21	detailing how it has incorporated a vision for the required items into its current
22	22	long-range transportation plan and, for any items for which a vision has not yet been
23	23	incorporated, how DOT will incorporate a vision for those items into future plans.
24	24	Under current federal law, each state must have a comprehensive statewide
25	25	multimodal transportation planning process, including the development of a
26	26	long-range statewide transportation plan. The plan must provide for safe and
27	27	efficient transportation systems that serve mobility needs and foster economic
28	28	growth while minimizing transportation-related fuel consumption and air
29	29	pollution.

36	36	The people of the state of Wisconsin, represented in senate and assembly, do
37	37	enact as follows:
38	38	SECTION 1. 85.65 of the statutes is created to read:
39	39	85.65 Required inclusions in long-range statewide transportation
40	40	plans. Each long-range statewide transportation plan developed by the department
41	41	beginning on the effective date of this section .... [LRB inserts date], and required
42	42	under 23 USC 135 shall include a vision, or provide reference to another planning
43	43	document that includes a vision, for all of the following:
44	44	(1) Low-carbon public transit.
45	45	(2) Electrification of the transportation sector.
46	46	(3) Cost-effective charging infrastructure.
47	47	(4) Incentives to develop equitable, clean transportation options throughout
48	48	the state.
49	49	(5) Transportation solutions for underserved areas of the state, including rural
50	50	communities, low-income communities, and communities where the majority of
51	51	residents are members of a racial minority.
52	52	SECTION 2.0Nonstatutory provisions.
53	53	(1) The department of transportation shall prepare a report detailing efforts
54	54	the department has completed to incorporate a vision for the items required under
55	55	s. 85.65 into the department's long-range statewide transportation plan or related
56	56	planning documents. The department's report shall also identify items requiring a
57	57	vision that have not yet been incorporated into the existing long-range
58	58	transportation plan or related planning documents and shall include strategies the

84	84	department plans to use to incorporate the items into a future long-range
85	85	transportation plan or related planning document. No later than 6 months after the
86	86	effective date of this subsection, the department of transportation shall submit its
87	87	report to the governor and to the relevant standing committees of the legislature.
