1111 AN ACT to create 85.65 of the statutes; relating to: required inclusions in the
1212 long-range statewide transportation plan.
1313 Analysis by the Legislative Reference Bureau
1414 This bill provides that the long-range statewide transportation plan developed
1515 by the Department of Transportation must include a vision, or provide reference to
1616 another planning document that includes a vision, for the following: 1) low-carbon
1717 public transit; 2) electrification of the transportation sector; 3) cost-effective
1818 charging infrastructure; 4) incentives to develop equitable, clean transportation
1919 options; and 5) transportation solutions for underserved areas of the state. The bill
2020 requires DOT to prepare and submit a report to the governor and the legislature
2121 detailing how it has incorporated a vision for the required items into its current
2222 long-range transportation plan and, for any items for which a vision has not yet been
2323 incorporated, how DOT will incorporate a vision for those items into future plans.
2424 Under current federal law, each state must have a comprehensive statewide
2525 multimodal transportation planning process, including the development of a
2626 long-range statewide transportation plan. The plan must provide for safe and
2727 efficient transportation systems that serve mobility needs and foster economic
2828 growth while minimizing transportation-related fuel consumption and air
2929 pollution.

3636 The people of the state of Wisconsin, represented in senate and assembly, do
3737 enact as follows:
3838 SECTION 1. 85.65 of the statutes is created to read:
3939 85.65 Required inclusions in long-range statewide transportation
4040 plans. Each long-range statewide transportation plan developed by the department
4141 beginning on the effective date of this section .... [LRB inserts date], and required
4242 under 23 USC 135 shall include a vision, or provide reference to another planning
4343 document that includes a vision, for all of the following:
4444 (1) Low-carbon public transit.
4545 (2) Electrification of the transportation sector.
4646 (3) Cost-effective charging infrastructure.
4747 (4) Incentives to develop equitable, clean transportation options throughout
4848 the state.
4949 (5) Transportation solutions for underserved areas of the state, including rural
5050 communities, low-income communities, and communities where the majority of
5151 residents are members of a racial minority.
5252 SECTION 2.0Nonstatutory provisions.
5353 (1) The department of transportation shall prepare a report detailing efforts
5454 the department has completed to incorporate a vision for the items required under
5555 s. 85.65 into the department's long-range statewide transportation plan or related
5656 planning documents. The department's report shall also identify items requiring a
5757 vision that have not yet been incorporated into the existing long-range
5858 transportation plan or related planning documents and shall include strategies the

8484 department plans to use to incorporate the items into a future long-range
8585 transportation plan or related planning document. No later than 6 months after the
8686 effective date of this subsection, the department of transportation shall submit its
8787 report to the governor and to the relevant standing committees of the legislature.
