The rule allows trained members of the general public to fuel compressed natural gas motor vehicles through a fueling connection that complies with certain standards. 2023 Wisconsin Act 163 prohibits DSPS from promulgating a rule that does either of the following: Prohibits self-service dispensing by the general public of compressed natural gas or liquefied petroleum into an individual vehicle fuel tank. Requires completion of training to self-service dispense compressed natural gas or liquefied petroleum gases into an individual vehicle fuel tank. The act also directs DPSP to promulgate rules that accomplish both of the following: Ensure that safety requirements under state and federal law are satisfied during self-service dispensing by the general public of compressed natural gas and liquefied petroleum gases. Establish requirements for signage that provides step-by-step directions for fueling a vehicle and advises users of safety requirements for fueling under state and federal law. A person who owns a device used for self-service dispensing of compressed natural gas or liquefied petroleum gases must display signage that complies with the requirements above.
