10	10	AN ACT to create 115.29 (9) of the statutes; relating to: model academic
11	11	standards related to climate change, developing climate change curriculum
12	12	resources, and making an appropriation.
13	13	Analysis by the Legislative Reference Bureau
14	14	This bill authorizes the state superintendent of public instruction to adopt
15	15	model academic standards related to climate change. If the state superintendent
16	16	adopts model climate change standards, they must incorporate a) an understanding
17	17	of climate, b) the interconnected nature of climate change, c) the potential local and
18	18	global impacts of climate change, and d) the individual and societal actions that may
19	19	mitigate the harmful effects of climate change. The bill also allows the state
20	20	superintendent to a) provide grants to or contract with other state agencies or
21	21	nonprofit organizations to develop climate change curriculum resources and b) to
22	22	assist school districts in developing climate change curriculum resources. In either
23	23	case, the bill requires that, if the state superintendent adopts climate change model
24	24	academic standards, the climate change curriculum resources align with those
25	25	standards.

28	28	The people of the state of Wisconsin, represented in senate and assembly, do
29	29	enact as follows:

34	34	SECTION 1 SENATE BILL 794
35	35	SECTION 1. 115.29 (9) of the statutes is created to read:
36	36	115.29 (9) CLIMATE CHANGE; MODEL ACADEMIC STANDARDS AND CURRICULUM
37	37	RESOURCES. (a) Adopt model academic standards related to climate change that
38	38	incorporate an understanding of climate, the interconnected nature of climate
39	39	change, the potential local and global impacts of climate change, and individual and
40	40	societal actions that may mitigate the harmful effects of climate change.
41	41	(b) Provide grants to or contract with state agencies or nonprofit organizations
42	42	to assist in developing interdisciplinary climate change curriculum resources for the
43	43	elementary, middle, and high school levels. If the state superintendent adopts model
44	44	academic standards under par. (a), the resources shall align with those standards.
45	45	(c) Assist school boards in developing climate change curriculum and
46	46	curriculum resources. If the state superintendent adopts model academic standards
47	47	under par. (a), the curriculum and resources shall align with those standards.
48	48	SECTION 2.0Nonstatutory provisions.
49	49	(1) The authorized FTE positions for the department of public instruction are
50	50	increased by 1.0 GPR project position, to be funded from the appropriation under s.
51	51	20.255 (1) (a), for the purpose of adopting the model academic standards under s.
52	52	115.29 (9) (a) and providing the assistance under s. 115.29 (9) (c) for a 2-year period
53	53	beginning not earlier than January 1, 2024.
54	54	SECTION 3.0Fiscal changes.
55	55	(1) CLIMATE CHANGE; POSITION AUTHORIZATION AND GRANTS. In the schedule under
56	56	s. 20.005 (3) for the appropriation to the department of public instruction under s.
57	57	20.255 (1) (a), the dollar amount for fiscal year 2023-24 is increased by $200,000 to
58	58	fund 1.0 FTE GPR project position authorized under SECTION 2 (1) of this act and to
59	59	fund the grants under s. 115.29 (9) (b). In the schedule under s. 20.005 (3) for the

90	90	dollar amount for fiscal year 2024-25 is increased by $300,000 to fund 1.0 FTE GPR
91	91	project position authorized under SECTION 2 (1) of this act and to fund the grants
92	92	under s. 115.29 (9) (b).
93	93	SECTION 4.0Effective date.
94	94	(1) The treatment of SECTION 3 of this act takes effect on the day after
95	95	publication, or on the 2nd day after publication of the 2023 biennial budget act,
96	96	whichever is later.
