11	11	AN ACT to create 302.074 of the statutes; relating to: free feminine hygiene
12	12	products for inmates of state correctional institutions or county jails or houses
13	13	of correction.

15	15	This bill requires the Department of Corrections to ensure that each state
16	16	correctional institution has a commissary that provides all of the following feminine
17	17	hygiene products free of charge to any inmate with an active menstrual cycle: at least
18	18	three brands of tampons, with at least one brand having a plastic applicator, in
19	19	appropriate absorbencies for varying levels of menstrual flow; at least three brands
20	20	of menstrual pads in appropriate absorbencies for varying levels of menstrual flow;
21	21	and at least one brand of reusable menstrual cup. The department must also ensure
22	22	that the state correctional institution has the means to sanitize inmate menstrual
23	23	cups on an as-needed basis.
24	24	The bill requires the sheriff to ensure that each county jail or house of correction
25	25	has a commissary that provides all of the following feminine hygiene products free
26	26	of charge to any inmate with an active menstrual cycle: at least three brands of
27	27	tampons, with at least one brand having a plastic applicator, in appropriate
28	28	absorbencies for varying levels of menstrual flow; at least three brands of menstrual
29	29	pads in appropriate absorbencies for varying levels of menstrual flow; and at least
30	30	one brand of reusable menstrual cup. The sheriff must also ensure that the county
31	31	jail or house of correction has the means to sanitize inmate menstrual cups on an
32	32	as-needed basis.

40	40	The people of the state of Wisconsin, represented in senate and assembly, do
41	41	enact as follows:
42	42	SECTION 1. 302.074 of the statutes is created to read:
43	43	302.074 Feminine hygiene products for inmates of state correctional
44	44	institutions and county jails. (1) (a) The department shall ensure that each state
45	45	correctional institution has a commissary that provides all of the following feminine
46	46	hygiene products free of charge to any inmate with an active menstrual cycle:
47	47	1. At least 3 brands of tampons, with at least one brand having a plastic
48	48	applicator, in appropriate absorbencies for varying levels of menstrual flow.
49	49	2. At least 3 brands of menstrual pads, in appropriate absorbencies for varying
50	50	levels of menstrual flow.
51	51	3. At least one brand of reusable menstrual cup.
52	52	(b) The department shall ensure that each state correctional institution has the
53	53	means to sanitize inmate menstrual cups on an as-needed basis.
