1212 Current law allows the Department of Natural Resources to manage and
1313 provide funding to conduct testing for chronic wasting disease in cervids, which are
1414 any species of deer or elk that are present in the wild and are not farm-raised deer.
1515 Currently, DNR administers a program under which it provides self-service chronic
1616 wasting disease sampling kiosks where hunters may drop off deer carcass for
1717 sampling. This bill codifies this program by requiring DNR to establish and
1818 administer it and provides $200,000 in the 2023-25 fiscal biennium for the program.
1919 The bill allows DNR to contract with private entities to conduct the sampling and to
2020 pay private entities per sample taken.

2222 an appendix to this bill.
2323 The people of the state of Wisconsin, represented in senate and assembly, do
2424 enact as follows:
2525 SECTION 1. 20.370 (1) (mu) of the statutes is amended to read:
2626 20.370 (1) (mu) General program operations — state funds. The amounts in
2727 the schedule for general program operations that are conducted under ss. 23.09 to

3535 23.11, 27.01, 30.203, 30.277, and 90.21, and chs. 29 and 169, for activities conducted
3636 under the ecological inventory and monitoring program of the endangered resources
3737 program, for the aquatic and terrestrial resources inventory under s. 23.09 (2) (km),
3838 for providing the signage required under s. 23.118, for the chronic wasting disease
3939 sampling kiosk program under s. 29.063 (8), and for payments of $53,700 in each
4040 fiscal year, to be credited to the appropriation account under s. 20.285 (1) (k), to the
4141 University of Wisconsin System for outdoor skills training under s. 29.598.
4242 SECTION 2. 29.063 (8) of the statutes is created to read:
4343 29.063 (8) The department shall establish and administer a program under
4444 which it provides self-service chronic wasting disease sampling kiosks at locations
4545 determined by the department, where hunters may drop off deer carcass parts for
4646 sampling. The department may contract with private entities to conduct the
4747 sampling and may pay private entities per sample taken.
4848 SECTION 3.0Fiscal changes.
4949 (1) CHRONIC WASTING DISEASE SELF-SERVICE SAMPLING KIOSKS. In the schedule
5050 under s. 20.005 (3) for the appropriation to the department of natural resources
5151 under s. 20.370 (1) (mu), the dollar amount for fiscal year 2023-24 is increased by
5252 $100,000 for the self-service chronic wasting disease sampling kiosk program under
5353 s. 29.063 (8). In the schedule under s. 20.005 (3) for the appropriation to the
5454 department of natural resources under s. 20.370 (1) (mu), the dollar amount for fiscal
5555 year 2024-25 is increased by $100,000 for the self-service chronic wasting disease
5656 sampling kiosk program under s. 29.063 (8).
5757 SECTION 4.0Effective date.

8484 SENATE BILL 799
8585 (1) This act takes effect on the day after publication, or on the 2nd day after
8686 publication of the 2023 biennial budget act, whichever is later.
