11	11	AN ACT to amend 196.374 (3) (b) 1.; and to create 196.374 (1) (gm), 196.374 (2)
12	12	(a) 2. f. and 196.374 (3) (f) 5. of the statutes; relating to: Focus on Energy
13	13	inclusion of programs promoting energy efficiency and renewable energy
14	14	measures for low-income households.
15	15	Analysis by the Legislative Reference Bureau
16	16	Current law requires investor-owned electric and natural gas utilities to fund
17	17	statewide energy efficiency and renewable resources programs, known as Focus on
18	18	Energy. This bill requires that Focus on Energy includes programs that promote
19	19	energy efficiency and renewable energy measures for low-income households and
20	20	that address the energy needs and decrease the energy burden of low-income
21	21	households. The bill also requires utilities to coordinate these energy efficiency and
22	22	renewable energy measures for low-income households with the weatherization
23	23	assistance program administered by the Department of Administration. Under the
24	24	bill, the Public Service Commission must ensure that not less than 25 percent of the
25	25	moneys that utilities must spend to fund Focus on Energy is spent annually on these
26	26	programs for low-income households.

29	29	The people of the state of Wisconsin, represented in senate and assembly, do
30	30	enact as follows:

37	37	SECTION 1. 196.374 (1) (gm) of the statutes is created to read:
38	38	196.374 (1) (gm) “Low-income household” has the meaning given in s. 16.957
39	39	(1) (m).
40	40	SECTION 2. 196.374 (2) (a) 2. f. of the statutes is created to read:
41	41	196.374 (2) (a) 2. f. Components, in coordination with the weatherization
42	42	assistance program administered by the department of administration under s.
43	43	16.26, to promote energy efficiency and renewable energy measures for low-income
44	44	households in this state and initiatives and market strategies to address the energy
45	45	needs and decrease the energy burden of low-income households. The commission
46	46	shall ensure that not less than 25 percent of the moneys energy utilities are required
47	47	to spend under subd. 1. or sub. (3) (b) 2. is spent annually on programs under this
48	48	subd. 2. f.
49	49	SECTION 3. 196.374 (3) (b) 1. of the statutes is amended to read:
50	50	196.374 (3) (b) 1. At least every 4 years, after notice and opportunity to be
51	51	heard, the commission shall, by order, evaluate the energy efficiency and renewable
52	52	resource programs under sub. (2) (a) 1., (b) 1. and 2., and (c) and ordered programs
53	53	and set or revise goals, priorities, and measurable targets for the programs. The
54	54	commission shall give priority to programs that moderate the growth in electric and
55	55	natural gas demand and usage, facilitate markets and assist market providers to
56	56	achieve higher levels of energy efficiency, promote energy reliability and adequacy,
57	57	promote energy efficiency and renewable energy measures for low-income
58	58	households, avoid adverse environmental impacts from the use of energy, and
59	59	promote rural economic development.
60	60	SECTION 4. 196.374 (3) (f) 5. of the statutes is created to read:
