5 | 5 | | Corporation for the purpose of attracting opportunities and events to Wisconsin. |

6 | 6 | | The people of the state of Wisconsin, represented in |
---|
7 | 7 | | senate and assembly, do enact as follows: |
---|
8 | 8 | | SECTION 1. 238.143 of the statutes is created to read: |
---|
9 | 9 | | 238.143 Opportunity attraction and promotion. |
---|
10 | 10 | | (1) DEFINITION. In this section, “eligible applicant” |
---|
11 | 11 | | means any of the following in this state: |
---|
12 | 12 | | (a) A city, village, town, or county. |
---|
13 | 13 | | (b) An American Indian tribe or band in this state. |
---|
14 | 14 | | (c) An area visitor and convention bureau. |
---|
15 | 15 | | (d) A business improvement district. |
---|
16 | 16 | | (e) A private entity. |
---|
17 | 17 | | (2) ESTABLISHMENT OF PROGRAM. The corporation |
---|
18 | 18 | | shall establish and administer the economic development |
---|
19 | 19 | | program under this section for the purpose of attracting |
---|
20 | 20 | | opportunities and events to this state. |
---|
21 | 21 | | (3) GRANTS. (a) The corporation shall award grants |
---|
22 | 22 | | to eligible applicants for major opportunities and events |
---|
23 | 23 | | projects as provided under par. (b). The corporation shall |
---|
24 | 24 | | prescribe the form of application and the information |
---|
25 | 25 | | required to be submitted with an application, which shall |
---|
26 | 26 | | include an estimate of projected direct and indirect eco- |
---|
27 | 27 | | nomic benefits of the proposed opportunity or event to |
---|
28 | 28 | | the state and a related cost−benefit analysis concerning |
---|
29 | 29 | | the opportunity or event. |
---|
30 | 30 | | (b) An eligible applicant shall expend all grant mon- |
---|
31 | 31 | | eys on a project as specified in the application to attract |
---|
32 | 32 | | to this state or host in this state, or both, a major opportu- |
---|
33 | 33 | | nity or event that is open to the public, whether or not free |
---|
34 | 34 | | of charge. Specifically, grant moneys may be used to |
---|
35 | 35 | | undertake a project to do one or more of the following: |
---|
36 | 36 | | 1. Bid against other states or jurisdictions outside this |
---|
37 | 37 | | state to attract an opportunity or event that will draw |
---|
38 | 38 | | national exposure and drive economic development and |
---|
39 | 39 | | visitors to this state. |
---|
40 | 40 | | 2. Host an opportunity or event that will attract |
---|
41 | 41 | | national exposure and drive economic development and |
---|
42 | 42 | | visitors to this state that the eligible applicant has secured |
---|
43 | 43 | | through a competitive bid against other states or jurisdic- |
---|
44 | 44 | | tions outside this state. |
---|
45 | 45 | | (c) Grants awarded under this subsection are not sub- |
---|
46 | 46 | | ject to s. 238.03 (3) (a). |
---|
47 | 47 | | (4) MATCHING REQUIREMENT. The corporation may |
---|
48 | 48 | | not award a grant under sub. (3) unless the eligible appli- |
---|
49 | 49 | | cant has secured from nonstate sources an amount equal |
---|
50 | 50 | | to the amount of the proposed grant. |
---|
51 | 51 | | (5) CONSULTATION WITH DEPARTMENT OF TOURISM. |
---|
52 | 52 | | The corporation may consult with the department of |
---|
53 | 53 | | tourism to implement the corporation’s duties under this |
---|
54 | 54 | | section. |
---|
55 | 55 | | (6) ANNUAL REPORT. No later than October 1 of each |
---|
56 | 56 | | year, the corporation shall submit a report to the joint |
---|
57 | 57 | | committee on finance for the previous fiscal year that |
---|
58 | 58 | | includes a detailed description of each grant awarded |
---|
