44 AN ACT to create 238.143 of the statutes; relating to: grants awarded by the Wisconsin Economic Development
55 Corporation for the purpose of attracting opportunities and events to Wisconsin.
66 The people of the state of Wisconsin, represented in
77 senate and assembly, do enact as follows:
88 SECTION 1. 238.143 of the statutes is created to read:
99 238.143 Opportunity attraction and promotion. 
1010 (1)  DEFINITION.  In this section, “eligible applicant”
1111 means any of the following in this state:
1212 (a)  A city, village, town, or county.
1313 (b)  An American Indian tribe or band in this state.
1414 (c)  An area visitor and convention bureau.
1515 (d)  A business improvement district.
1616 (e)  A private entity.
1717 (2)  ESTABLISHMENT OF PROGRAM.  The corporation
1818 shall establish and administer the economic development
1919 program under this section for the purpose of attracting
2020 opportunities and events to this state.
2121 (3)  GRANTS.  (a)  The corporation shall award grants
2222 to eligible applicants for major opportunities and events
2323 projects as provided under par. (b).  The corporation shall
2424 prescribe the form of application and the information
2525 required to be submitted with an application, which shall
2626 include an estimate of projected direct and indirect eco-
2727 nomic benefits of the proposed opportunity or event to
2828 the state and a related cost−benefit analysis concerning
2929 the opportunity or event.
3030 (b)  An eligible applicant shall expend all grant mon-
3131 eys on a project as specified in the application to attract
3232 to this state or host in this state, or both, a major opportu-
3333 nity or event that is open to the public, whether or not free
3434 of charge.  Specifically, grant moneys may be used to
3535 undertake a project to do one or more of the following:
3636 1.  Bid against other states or jurisdictions outside this
3737 state to attract an opportunity or event that will draw
3838 national exposure and drive economic development and
3939 visitors to this state.
4040 2.  Host an opportunity or event that will attract
4141 national exposure and drive economic development and
4242 visitors to this state that the eligible applicant has secured
4343 through a competitive bid against other states or jurisdic-
4444 tions outside this state.
4545 (c)  Grants awarded under this subsection are not sub-
4646 ject to s. 238.03 (3) (a).
4747 (4)  MATCHING REQUIREMENT.  The corporation may
4848 not award a grant under sub. (3) unless the eligible appli-
4949 cant has secured from nonstate sources an amount equal
5050 to the amount of the proposed grant.
5151 (5)  CONSULTATION WITH DEPARTMENT OF TOURISM.
5252 The corporation may consult with the department of
5353 tourism to implement the corporation’s duties under this
5454 section.
5555 (6)  ANNUAL REPORT.  No later than October 1 of each
5656 year, the corporation shall submit a report to the joint
5757 committee on finance for the previous fiscal year that
5858 includes a detailed description of each grant awarded
