12	12	amend 347.385 (title), 347.385 (2m), 347.385 (5) (a) and 347.385 (5) (b); and to
13	13	create 347.385 (1m) (d), 347.385 (1m) (e), 347.385 (1m) (g), 347.385 (2r) and
14	14	347.385 (6) of the statutes; relating to: traffic control signal priority devices
15	15	for snow removal vehicles.

17	17	This bill authorizes snow removal vehicles to be equipped with lamps or other
18	18	transmitters to communicate with traffic control signals equipped with traffic
19	19	control signal priority devices. These devices allow the operator of the vehicle to
20	20	request that a green signal be provided or maintained to allow the vehicle to proceed
21	21	through the intersection.
22	22	Under current law, authorized emergency vehicles may be equipped with lamps
23	23	or other transmitters to communicate with traffic control signals equipped with
24	24	emergency preemption devices, which allow the operator of the vehicle to alter the
25	25	normal traffic control sequence to provide or maintain a green signal to allow the
26	26	vehicle to proceed through the intersection.
27	27	The bill provides that the authority responsible for maintenance of a traffic
28	28	control signal may establish procedures for resolving conflicts between multiple
29	29	requests for signal preemption or priority at a traffic signal, except that a signal
30	30	preemption request from an emergency vehicle must be given priority over any
31	31	signal priority request.

41	41	The people of the state of Wisconsin, represented in senate and assembly, do
42	42	enact as follows:
43	43	SECTION 1. 347.385 (title) of the statutes is amended to read:
44	44	347.385 (title) Auxiliary lamps on emergency vehicles; traffic Traffic
45	45	control signal emergency preemption and priority devices.
46	46	SECTION 2. 347.385 (1m) (b) of the statutes is renumbered 347.385 (1m) (f) and
47	47	amended to read:
48	48	347.385 (1m) (f) “Emergency Traffic control signal preemption device" means
49	49	a device, located on or within a traffic control signal, that is designed to receive an
50	50	electronic, radio, light, or sound transmission from an approaching vehicle that
51	51	alters the normal sequence of the traffic control signal to provide or maintain a green
52	52	signal for the vehicle to proceed through the intersection.
53	53	SECTION 3. 347.385 (1m) (c) of the statutes is renumbered 347.385 (1m) (i) and
54	54	amended to read:
55	55	347.385 (1m) (i) “Transmitter" means a device that emits a signal for the
56	56	purpose of activating an emergency a traffic control signal preemption device or a
57	57	traffic control signal priority device.
58	58	SECTION 4. 347.385 (1m) (d) of the statutes is created to read:
59	59	347.385 (1m) (d) “Political subdivision” means a county, city, village, or town.
60	60	SECTION 5. 347.385 (1m) (e) of the statutes is created to read:
61	61	347.385 (1m) (e) “Snow removal vehicle” means any vehicle equipped with a
62	62	snowplow or anti-icing equipment that is used by a political subdivision for snow

87	87	removal and is operated by a political subdivision or the agent or lessee of a political
88	88	subdivision.
89	89	SECTION 6. 347.385 (1m) (g) of the statutes is created to read:
90	90	347.385 (1m) (g) “Traffic control signal priority device" means a device, located
91	91	on or within a traffic control signal, that is designed to receive an electronic, radio,
92	92	light, or sound transmission from an approaching vehicle to request that a green
93	93	signal be provided or maintained for the vehicle to proceed through the intersection.
94	94	SECTION 7. 347.385 (2m) of the statutes is amended to read:
95	95	347.385 (2m) An authorized emergency vehicle may be equipped and operated
96	96	with lamps designed and used, or with any other transmitter designed and used, to
97	97	activate emergency traffic control signal preemption devices.
98	98	SECTION 8. 347.385 (2r) of the statutes is created to read:
99	99	347.385 (2r) A snow removal vehicle equipped with oscillating, rotating, or
100	100	flashing lights that is actively engaged in snow removal activities may be equipped
101	101	and operated with lamps designed and used, or with any other transmitter designed
102	102	and used, to activate traffic control signal priority devices.
103	103	SECTION 9. 347.385 (5) (a) of the statutes is amended to read:
104	104	347.385 (5) (a) No person may operate upon a highway a motor vehicle, other
105	105	than an authorized emergency vehicle or snow removal vehicle, that is equipped with
106	106	a transmitter or in which a transmitter is located. This subsection does not apply to
107	107	a motor carrier or person in the business of selling transmitters to authorized users
108	108	who transports a transmitter in original, unopened packaging or in an inoperative
109	109	condition in an enclosed storage compartment of the vehicle.
110	110	SECTION 10. 347.385 (5) (b) of the statutes is amended to read:
