88 AN ACT relating to: ratification of the agreement negotiated between the
99 University of Wisconsin–Madison and the Wisconsin State Building Trades
1010 Negotiating Committee, for the 2023-24 fiscal year, covering employees in the
1111 building trades crafts collective bargaining unit, and authorizing an
1212 expenditure of funds.
1313 Analysis by the Legislative Reference Bureau
1414 This proposal is introduced under s. 111.92 (1), stats.  The proposal ratifies the
1515 collective bargaining contract for state employees in the building trades crafts
1616 collective bargaining unit negotiated for the 2023-24 fiscal year under the State
1717 Employment Labor Relations Act.  Currently, statutory program supplement
1818 appropriations fund the costs of collective bargaining agreements to the extent that
1919 they exceed budgeted costs.  The proposal authorizes expenditure of moneys from
2020 those appropriations to fund the cost of this agreement.
2121 For further information see the state fiscal estimate, which will be printed as
2222 an appendix to this bill.
2323 The people of the state of Wisconsin, represented in senate and assembly, do

3131 SECTION 1 SENATE BILL 846
3232 SECTION 1.0Agreement ratified.  The legislature ratifies the tentative
3333 agreement negotiated for the 2023-24 fiscal year between the University of
3434 Wisconsin–Madison and the Wisconsin State Building Trades Negotiating
3535 Committee, covering employees in the building trades crafts collective bargaining
3636 unit under subch. V of ch. 111, as approved by the employees of the building trades
3737 crafts collective bargaining unit and approved and recommended by the joint
3838 committee on employment relations, and authorizes the necessary expenditure of
3939 moneys for implementation from the appropriations made by s. 20.865 (1), subject
4040 to s. 20.865 (intro.).  The University of Wisconsin–Madison shall file an official copy
4141 of the agreement, certified by the cochairpersons of the joint committee on
4242 employment relations, with the secretary of state.  No formal or informal agreement
4343 between the parties that is not a part of the official copy is deemed to be approved
4444 by the legislature under this act.
4545 SECTION 2.0Effective date.
4646 (1)  This act takes effect on the day after publication, except that those
4747 provisions specifically identified as having other effective dates in the agreement
4848 covering employees in the building trades crafts collective bargaining unit are
4949 effective on the dates provided in that agreement.
