9	9	University of Wisconsin–Madison and the Wisconsin State Building Trades
10	10	Negotiating Committee, for the 2023-24 fiscal year, covering employees in the
11	11	building trades crafts collective bargaining unit, and authorizing an
12	12	expenditure of funds.
13	13	Analysis by the Legislative Reference Bureau
14	14	This proposal is introduced under s. 111.92 (1), stats. The proposal ratifies the
15	15	collective bargaining contract for state employees in the building trades crafts
16	16	collective bargaining unit negotiated for the 2023-24 fiscal year under the State
17	17	Employment Labor Relations Act. Currently, statutory program supplement
18	18	appropriations fund the costs of collective bargaining agreements to the extent that
19	19	they exceed budgeted costs. The proposal authorizes expenditure of moneys from
20	20	those appropriations to fund the cost of this agreement.
21	21	For further information see the state fiscal estimate, which will be printed as
22	22	an appendix to this bill.
23	23	The people of the state of Wisconsin, represented in senate and assembly, do
24	24	enact as follows:

32	32	SECTION 1.0Agreement ratified. The legislature ratifies the tentative
33	33	agreement negotiated for the 2023-24 fiscal year between the University of
34	34	Wisconsin–Madison and the Wisconsin State Building Trades Negotiating
35	35	Committee, covering employees in the building trades crafts collective bargaining
36	36	unit under subch. V of ch. 111, as approved by the employees of the building trades
37	37	crafts collective bargaining unit and approved and recommended by the joint
38	38	committee on employment relations, and authorizes the necessary expenditure of
39	39	moneys for implementation from the appropriations made by s. 20.865 (1), subject
40	40	to s. 20.865 (intro.). The University of Wisconsin–Madison shall file an official copy
41	41	of the agreement, certified by the cochairpersons of the joint committee on
42	42	employment relations, with the secretary of state. No formal or informal agreement
43	43	between the parties that is not a part of the official copy is deemed to be approved
44	44	by the legislature under this act.
45	45	SECTION 2.0Effective date.
46	46	(1) This act takes effect on the day after publication, except that those
47	47	provisions specifically identified as having other effective dates in the agreement
48	48	covering employees in the building trades crafts collective bargaining unit are
49	49	effective on the dates provided in that agreement.
