Before a county may establish a public inland lake protection and rehabilitation district, the county must hold a hearing on the proposed district and publish notice announcing the hearing and stating the boundaries of the proposed district in a paper of general circulation in the county in which the proposed district is located as a class 1 notice. The county board must also mail this notice to the last-known address of each landowner within the proposed district. Wisconsin law also requires every public inland lake protection and rehabilitation district to hold an annual meeting. The annual meeting must be preceded by written notice mailed at least 14 days in advance of the meeting to all electors within the district whose address is known or can be ascertained with reasonable diligence, and to all owners of property within the district. 2023 Wisconsin Act 62 allows the notices described above to be made by mail or by email; however, email notices may only be made to electors and property owners who have agreed to receive email notices.
