Building Projects for University 
of Wisconsin System 
2023 WISCONSIN ACT 102 
2023 Wisconsin Act 102 amends the 2023-25 State Building Program to add the following projects for 
the University of Wisconsin System (UWS): 
 Kronshage-Jorns-Humphrey Residence Halls Additions and Renovations at the University of 
Wisconsin (UW)-Madison. 
 Engineering Replacement Building/Computer-Aided Engineering Facility Demolition at UW-
Madison. 
 Winther/Heide Hall Entry Additions and Renovations at UW-Whitewater. 
 Systemwide Central Plants and Utility Distribution Renovations. 
 Systemwide Demolition Projects. 
The act transfers $423,273,000 from the general fund to the capital improvement fund during the 
2023-25 biennium to fund these projects.

Additionally, the 2023-25 Biennial Budget Act allocated $285,163,000 to fund a replacement of the 
Camp Randall Sports Center. However, current law provides that, “no structures . . . may be placed or 
erected upon Camp Randall Memorial Park, unless authorized by the legislature; nor shall the park be 
used for any purpose other than a memorial park.” [s. 45.70 (2) (b), Stats.]  
Act 102 clarifies that the construction of the Camp Randall Sports Center, as enumerated, satisfies the 
requirement in s. 45.70 (2) (b), Stats., that structures may be placed or erected upon Camp Randall 
Memorial Park only if authorized by the Legislature. The act also provides that any overlap of the Camp 
Randall Sports Center with the Camp Randall Memorial Park is not limited to use as a memorial park. 
Finally, the act requires that the UWS Board of Regents submit to the Board of Veterans Affairs a plan 
for honoring the veterans of Wisconsin. This plan must be submitted by June 30, 2024. 
Effective date: March 8, 2024
